Development index of Thanadhar GP best in Himachal Pradesh: PAI Study

Shimla, Apr 13 (UNI) Thanadhar Gram Panchayat, located in the Theog Assembly segment of Shimla district, has emerged as the best-performing panchayat in Himachal Pradesh, according to a recent Panchayat Accountability Index (PAI) analysis led by Dr Baldev Singh Negi, a faculty member in Rural Development at Himachal Pradesh University.
The study evaluated all 3,328 Gram Panchayats (GPs) across the state in their progress toward achieving Localized Sustainable Development Goals (LSDGs).
Thanadhar secured the highest Development Index score of 77.63, outperforming every other GP in the state.
It demonstrated excellence across six key LSDG themes: Livelihoods, Child-Friendly Environment, Water Sufficiency, Clean and Green Panchayat, Infrastructure and Social Security.
This multi-dimensional performance places Thanadhar at the forefront of grassroots development in Himachal.
While Thanadhar topped the list, the broader picture indicates that 79.5 percent (2,647 GPs) fall into the ‘Aspirant’ category, and only 20.2% (673 GPs) qualify as ‘Performers’.
Alarmingly, no GP has achieved ‘Achiever’ or ‘Front Runner’ status overall, and only 0.2% (7 GPs) are in the ‘Beginner’ bracket.
Dr Negi emphasized that the findings highlight a pressing need for focused policy interventions, resource allocation and capacity-building efforts to bridge the developmental gaps and steer all panchayats toward inclusive and sustainable progress.
