Heavy rains batter Hubballi, two dead

Hubballi, June 14 (UNI) Karnataka Minister Santosh Lad on Saturday said that over 60 mm of rainfall in a single night across Hubballi taluk and Dharwad district has led to widespread flooding, damage to homes, and two fatalities.
Addressing media, Lad said disasters of this scale were becoming increasingly frequent. "People's lives have been seriously affected. Around 150 homes have either been partially damaged or completely inundated. Some houses have collapsed, and several vehicles were half-submerged," he stated.
"In such incidents, when concrete roads are built in front of homes and heavy rains hit, water tends to overflow, especially when drains are left uncovered," he said, emphasising that such urban vulnerabilities must be addressed urgently.
The Minister stressed the need for both government and citizen responsibility. "We've directed the Commissioner to immediately take stock and ensure that all open drains and gutters are covered. At the same time, the public must also be more aware and cautious," he urged.
Lad confirmed that two lives had been lost and that the government would provide compensation or housing assistance as per existing norms. "We are constantly updating the situation, and it is difficult to estimate the full extent of damage until the monsoon ends," he said.
Responding to a query on compensation mechanisms, Lad said, "Now, the question you raised is a fair one. During earlier times, there was an ABC category system for compensations. Some people may have misused it — that’s what it appears like, though I may be wrong. But since our government came in, we’ve been giving compensations properly. I won’t say nothing was given earlier, but there was confusion, which we are sorting out now."
He added, "That apart, I would say our government has been more successful. In our tenure, we’ve largely ensured compensation is delivered. Earlier, some said people were not receiving anything. But now we are doing it directly, with no middlemen. So the claim that people are being left out is mostly incorrect, in my view."
Explaining the ABC category system, Lad said it was based on the severity of damage — with those suffering higher losses receiving higher compensation. "There were no middlemen. In areas like Benne Halla and Tuppari Halla, which have suffered repeated flooding even after Independence, we are preparing a Rs 1,600 crore DPR (Detailed Project Report)."
Rs 200 crore had already been sanctioned for de-silting works in Navalgund, marking the first-ever effort at an alternative system to permanently address flooding in Benne Halla and Tuppari Halla.
"A report has also been submitted to the central government to aid farmers. The Centre has sought clarifications on five points, which our state government will respond to soon. In the first phase, Rs 200 crore has been earmarked for a de-silting project. The tendering process is complete, but this work cannot begin during the monsoon. After the rains, de-silting of the 100–141 km stretch in Navalgund and Benne Halla will be taken up over the course of a year," Lad said.
The Minister will be visiting Navalgund again today for a council review meeting. "The worst impact has been in the Navalgund area, particularly along the Benne Halla and Tuppari Halla streams," he noted.
Lad appealed to the media to assist in raising public awareness and said efforts were underway to close open drains and fast-track relief to the affected.
