Magisterial probe ordered into Bhattakufar building collapse

Shimla, July 3 (UNI) The district administration today ordered a magisterial inquiry into the collapse of a five-storey building in Bhattakufar, allegedly linked to the ongoing four-lane construction between Kaithlighat and Dhalli.
In a high-level meeting chaired by Deputy Commissioner Anupam Kashyap, a committee was constituted under Additional District Magistrate (Law and Order) Pankaj Sharma to investigate the incident.
The committee will assess the causes behind the building collapse, determine the extent of damage, and recommend relief measures for the affected families. The panel will also examine whether other nearby structures are at risk due to slope-cutting related to the road expansion.
A second 12-member committee, led by ADM Protocol Jyoti Rana, has been tasked with marking all ongoing work on the 27-km four-lane stretch from Kaithlighat to Dhalli. It includes officials from the Public Works Department, NHAI, police, the construction company (Gawar Construction Ltd), and other stakeholders. This panel will review compliance with construction norms and identify vulnerable zones created by road widening activities.
The DC directed the NHAI to submit a detailed report within two days, outlining the consultant’s warning—if any—about geological threats posed by the project, and the corrective actions taken thereafter. The construction company has also been asked to report on rule compliance and land acquisition.
Highlighting the urgency, the DC said complaints of house damage due to hill-cutting and dumping have increased. A drone survey is underway to map high-risk areas. NHAI and the construction agency have been asked to inspect dumping sites to prevent monsoon-triggered landslides.
About 20 families have reportedly been affected. The administration has directed the Public Works Department to assess partially damaged structures for compensation and told NHAI to consider rent and financial support for displaced residents.
Senior officials, including SP Sanjeev Gandhi, geologists, engineers and local representatives, attended the meeting.
