Over 10,000 CSS staff in Mizoram go on strike, risk termination

Aizawl, Apr 15 (UNI) Thousands of employees engaged under centrally sponsored schemes (CSS) in Mizoram launched a three-day work boycott on Tuesday, intensifying their demand for regularisation of services.
The protest, spearheaded by the All Mizoram CSS Employees Coordination Committee (AMCECC), comes despite a recent warning from newly appointed Chief Secretary H Lalengmawia, who cautioned of "severe consequences," including termination of service, if the agitation continues.
Lalengmawia, who also holds the portfolio of Principal Secretary, said the state administration had already opened channels of dialogue with AMCECC and issued an official memorandum outlining procedures for regularisation in line with existing recruitment norms. “Despite repeated appeals, the AMCECC leadership proceeded with a pen/tool down agitation. The regularisation process is already underway in accordance with state recruitment rules,” he stated.
However, AMCECC chairman Malsawmtluanga Hauhnar countered the claim, saying the government’s actions indicated a lack of will to resolve their grievances. “Our meeting with the Chief Secretary made it clear that the administration is not serious about our demands. The checklist mentioned in the office memorandum is unrealistic for us, as most of us were appointed at a time when no such rules existed,” he said.
Hauhnar also condemned the imposition of the CSS (Conduct) Rules, 1964, and the 'No Work No Pay' directive issued on April 14, calling it a sign of the government's unwillingness to address long-standing concerns.
The Chief Secretary maintained a firm stance, warning that if the agitation continues, the government would be left with no option but to escalate disciplinary measures. “It is unfortunate, but the administration may be forced to consider dismissal of employees if this disruption persists,” he said.
According to the latest figures, Mizoram has 10,654 employees working under various CSS across 16 departments. The largest numbers are in the School Education department (5,312) and Health and Family Welfare (2,590). Except for those under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), most have joined the strike.
