Mizoram’s debt projected to touch Rs 14,000 crore, says CM Lalduhoma

Aizawl, Mar 18 (UNI) Mizoram’s financial burden continues to mount, with Chief Minister Lalduhoma informing the state legislative assembly on Tuesday that the state’s debt is expected to climb to Rs 14,034.76 crore by the end of the 2024–2025 fiscal year.
Responding to a question from Congress MLA C. Ngunlianchunga, Lalduhoma, who also holds the Finance portfolio, stated that the government’s outstanding debt stood at Rs 12,082.26 crore after the 2023–2024 financial year.
Despite the rising figures, the Chief Minister assured the House that the government was making efforts to bring down the projected debt. "We are targeting to reduce the estimated debt by Rs 1,003.94 crore, which would be the first time in the state's history that such a reduction is made within a fiscal period," he said while replying to supplementary questions.
He also informed the assembly that the state’s treasury bill holdings with the Reserve Bank of India (RBI) as of Monday amounted to Rs 1,379.35 crore.
In a written reply to a separate question raised by Robert Romawia Royte of the Mizo National Front (MNF), Lalduhoma elaborated on the borrowing patterns of his government.
Since 2023 up to February 10, 2025, the state has availed Rs 941.94 crore through ways and means advances (W&MA), and Rs 1,171 crore by way of open market borrowings (OMB).
Additionally, Rs 1,149.26 crore has been borrowed from sources including the National Bank for Agriculture and Rural Development (NABARD), Special Assistance to States for Capital Investment (SASCI), Externally Aided Projects (EAPs), and the National Cooperative Development Corporation (NCDC) during the same period.
The recently presented Economic Survey 2024–2025, tabled by the Chief Minister in the assembly, paints a detailed picture of the state’s financial standing. According to the survey, Mizoram’s outstanding liabilities by the end of the 2023–2024 fiscal year were estimated at Rs 12,479.25 crore, which accounts for 38.01 percent of the state’s gross domestic product (GSDP). The state’s GSDP for the same period was pegged at Rs 32,829.46 crore.
Despite the rising debt figures, Lalduhoma expressed confidence that the government’s financial management would remain on track, with efforts to balance developmental spending and fiscal discipline.
