Punjab: SAD opposes proposal of Chd admin

Ludhiana, Mar 18 (UNI) The Shiromani Akali Dal (SAD) on Tuesday strongly opposed the proposal of the Chandigarh Administration to cap the period of deputation of employees posted in the Union Territory from Punjab and Haryana against their respective 60:40 quota.
Senior SAD leader Dr Daljit Singh Cheema said the proposal was flawed, baseless and ill conceived.
“It has been prepared ignoring old commitments given to Punjab and Haryana by the Union government at the time of reorganization of Punjab. It is also against the interests of both Punjab and Haryana and should be withdrawn immediately,” he said.
He said it was unfortunate that both the Congress and the Aam Aadmi Party (AAP) had failed to grasp the issue and had fallen into a trap by appreciating the move.
“The real issue is that an attempt has been initiated to push out Punjab and Haryana officials from the UT. Those behind this move realize that once you start displacing employees after a fixed tenure, no replacement will follow, especially in teaching and medical fields. It is difficult to get a vacant station near Chandigarh once the UT deputation ends and it is due to this reason that only those employees who plan to settle in the capital or its periphery that prefer deputation in the UT.”
He also asserted that the UT Administration should understand that Punjab and Haryana officials were not undergoing an ordinary deputation in Chandigarh.
“First of all, they are not getting any deputation allowance. They are appointed under an agreed arrangement of appointing employees under 60:40 ratio fixed at the time of reorganization of Punjab. It should also be kept in mind that Chandigarh was a UT only temporarily and was due to be transferred to Punjab as it was an integral part of Punjab, having been built by displacing dozens of villages of Punjab. Employees of Punjab and Haryana are posted in Chandigarh by their respective governments as per their quota and should not be disturbed by capping deputation terms,” Cheema added.
