93 pc vacancies in library staff posts: Orissa HC puts 14 public universities on notice

Bhubaneswar, Nov 5 (UNI) With 105 of 113 sanctioned library staff posts lying vacant across Odisha’s State universities, the Orissa High Court has issued notices to the registrars of 14 institutions on a Public Interest Litigation (PIL) seeking urgent recruitment to address the staffing crisis.
A Division Bench comprising Chief Justice Harish Tandon and Justice Chittaranjan Dash issued the notices during the preliminary hearing of the petition filed by advocate Prabir Kumar Das. The matter will come up for further hearing on November 26.
The PIL pointed out a statement by the Higher Education Minister in the Assembly that 105 of the 113 sanctioned library staff posts in universities under the Higher Education Department were vacant.
All sanctioned posts remain vacant in Khallikote University (two), Rajendra University (10), Madhusudan Law University (five), Vikram Dev University (10) and Maa Manikeswari University (nine). It alleges that no recruitment has been undertaken in these institutions since their establishment, maintained the PIL.
The vacancies include 15 of 16 posts at Ravenshaw University, 17 of 29 at Utkal University, seven of 11 at Berhampur University, five of six at Gangadhar Meher University and two of nine at Sambalpur University.
Arguing that libraries are indispensable to teaching and research, the petitioner has sought directions to fill the vacancies. The PIL has also sought the creation of sanctioned library staff posts in Odia University and Odisha State Open University, where no such posts exist.
The Higher Education Department Secretary, State Selection Board Secretary and registrars of the 14 universities have been impleaded as parties.UNI MK AAB
