Assembly cannot act like pro-government courier agency: Sajad Lone questions silence on 1987 poll rigging resolution

Srinagar, Sep 17 (UNI) Peoples Conference chairman and MLA Sajad Lone on Thursday questioned the Jammu and Kashmir Assembly Secretariat over the status of his resolution seeking a discussion on the alleged rigging of the 1987 Assembly elections, accusing it of withholding information on what he described as a watershed event in the history of Jammu and Kashmir.
Lone said he had submitted two resolutions for the upcoming autumn session—one opposing the recent power tariff hike and another seeking a discussion on the alleged rigging of the 1987 elections.
According to Lone, the Assembly Secretariat has informed him that his resolution against the power tariff hike has been admitted, but has not communicated whether the resolution on the 1987 elections has been admitted, disallowed or admitted with amendments.
“The Jammu & Kashmir Assembly cannot act like a post office that sends convenient letters but hides the inconvenient ones,” Lone said on X, alleging that the Assembly cannot function as a “pro-government courier agency.”
He said the Assembly Secretariat was the custodian of the rights of all MLAs and the trust placed in elected representatives by the people of Jammu and Kashmir.
Lone invoked “Rule 179 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly”, which states that the Secretary shall inform a member whether a resolution has been admitted, disallowed or admitted with amendments by the Speaker.
“The Assembly cannot withhold information about resolutions, as the word used in the relevant Rule is ‘SHALL’,” Lone said, arguing that the provision makes it mandatory for the Secretariat to communicate the status of a resolution to the concerned member.
“Denial of information would be a breach of the Rules,” he said, adding that he had written to the Assembly Secretariat seeking clarification over the status of his resolution.
The week long autumn session of J&K Assembly is set to begin on September 21.
