At Pre-COP31, India calls for faster climate action, fulfilment of existing commitments

New Delhi, Oct 7 (UNI) India on Wednesday called for greater focus on closing gaps in climate action, fulfilling existing commitments and accelerating implementation of the Paris Agreement at the UNFCCC Pre-COP31 meeting in Fiji.
Addressing a plenary discussion on COP31 priorities, Environment Minister Bhupender Yadav said the focus should now shift towards accelerating progress on climate goals already agreed under the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.
Yadav, who is leading the Indian delegation at the meeting co-hosted by Australia, Fiji and Tuvalu, said the long-term objectives of climate action, including limiting the global temperature rise to 1.5 degrees Celsius, had already been established.
He said achieving these goals would require adequate means of implementation and a clear assessment of what was needed to accelerate progress.
Speaking on the COP31 presidencies' focus on consensus, decision-making and implementation, Yadav said there was broad agreement on the long-term direction of climate multilateralism, but gaps in understanding still needed to be addressed.
These included gaps between scientific knowledge and traditional knowledge and community practices, between practices and ethics, and between available resources and people's needs, he said.
On decision-making, Yadav said countries needed to fulfil their commitments under the UNFCCC and Paris Agreement "in true letter and spirit" while enabling each country to meet its obligations.
He also called for implementation to focus on areas where the need was greatest and the impact most visible. Greater capacity building and sharing of concrete examples of high-impact mitigation, large-scale adaptation and delivery of climate finance and other support were needed, he said.
Yadav said success at the COP31 summit in Antalya, Türkiye, should not be measured merely by new targets or declarations, but by whether implementation was accelerated, support reached vulnerable communities, and existing solutions were scaled up.
The minister also acknowledged Tuvalu's efforts in confronting climate change, saying its experience demonstrated the importance of community-led responses.
Pre-COP31 is being held ahead of the annual UN climate conference scheduled to take place in Antalya in November.
