BC leaders urge National Commission to implement education, reservation schemes nationwide

Hyderabad, Oct 13 (UNI) Rajya Sabha MP and National BC Welfare Association president R Krishnaiah, along with other Backward Classes (BC) leaders, on Tuesday urged the National Commission for Backward Classes (NCBC) to use its constitutional powers to advance the educational, economic, employment and political interests of BCs across the country.
The delegation met NCBC Chairperson Sadhvi Niranjan Jyoti at Haritha Plaza in Begumpet, Hyderabad, and sought nationwide implementation of fee reimbursement, scholarships, residential schools and hostels, on the lines of schemes operating in Telangana and Andhra Pradesh.
The leaders said around 50 lakh students benefit from fee reimbursement in the two Telugu-speaking states, while 1,500 residential schools provide education to 14 lakh students belonging to Scheduled Castes (SCs), Scheduled Tribes (STs), BCs and minority communities.
The delegation submitted a series of demands, including the removal of the creamy layer criteria, an increase in central reservations for BCs in education and employment from 27 to 56 per cent, and 50 per cent political reservation for BCs in legislative bodies. They also sought reservations in promotions, local bodies and the private sector, besides reservations in the appointment of Supreme Court and High Court judges.
Other demands included a separate union Ministry for BCs, a Rs 2 lakh crore BC Sub-Plan, a BC welfare legislation on the lines of the SC/ST Atrocities Act, a 60 per cent central matching grant for BC educational schemes and hostels, and inclusion of a separate OBC column with caste-specific codes in the proposed caste census.
The leaders also urged the Centre to fill 16 lakh vacant posts in its departments and public sector undertakings and regularise outsourcing and contract employees. They called for adequate funds for BC development and measures to strengthen the constitutional role of the Commission.
Krishnaiah said the Commission should launch a concerted initiative for the advancement of the country’s BC communities, alleging that significant progress had not been achieved despite the body receiving constitutional status and powers nine years ago.
Sadhvi Niranjan Jyoti assured the delegation that the demands would be discussed with Commission members and appropriate action taken, according to the association.
BC leaders Rajender, Pagilla Satish, Parlagorla Modi Ramdev, Allam Yadayya, Neela Venkatesh, Jillapalli Anji, Ananthayya, Ramanjaneyulu, Bhima Raju, Shiva Kumar Yadav and Balayya participated in the discussions.
