Bihar assembly Speaker calls for collective global action on climate crisis

Patna, Sep 16 (UNI) Bihar Legislative Assembly Speaker Prem Kumar Wednesday called for collective, equitable and coordinated global efforts to address the growing climate crisis at the 69th Commonwealth Parliamentary Association (CPA) Conference in Cape Town, South Africa.
Speaking on “The Role of Parliamentary Leadership in Climate Adaptation and Building Resilience,” Kumar said in a release here that climate change is no longer confined to any particular country or region but has become a shared crisis affecting humanity as a whole. He stressed the need to move beyond post-disaster relief and rescue measures by strengthening risk assessment, early-warning systems, climate-resilient infrastructure and nature-based solutions. He said climate adaptation must become an integral part of development planning.
Kumar highlighted the challenges faced by developing countries such as India, which must pursue rapid economic development while simultaneously dealing with the adverse impacts of climate change. He also emphasised the principle of climate justice, noting that developing countries that have historically contributed less to global emissions often face a disproportionate share of climate-related impacts.
He referred to several Indian initiatives, including the International Solar Alliance, Coalition for Disaster Resilient Infrastructure (CDRI), Namami Gange, MISHTI, wetland conservation, the National Clean Air Programme and Mission LiFE. He also cited India’s stated figure of 52.57 per cent of installed power capacity coming from non-fossil fuel sources as of February this year, with a total capacity of 520.51 GW.
Kumar also highlighted the Bihar Assembly’s initiative in which legislators, in the presence of the Chief Minister, ministers and officials, deliberated for eight continuous hours on climate and environmental issues. He said this discussion contributed to shaping initiatives such as Jal-Jeevan-Hariyali.
Emphasising the role of legislatures, he called for climate adaptation to receive appropriate consideration in legislative and budgetary processes, alongside greater use of scientific assessments in policymaking, climate finance and technology transfer.
He further proposed a “Climate Parliamentary Cooperation Network” among Commonwealth legislatures and called for greater participation of local communities and women in climate action. Kumar said a safe, healthy and sustainable future would require not only strong governments but also coordinated efforts by democratic institutions. He stressed the need to integrate climate action, climate justice, climate finance, and climate cooperation.
