Bihar receives Rs 1.21 lakh Cr investment proposals , over 68,000 jobs expected: Shreyasi

Patna, Oct 23 (UNI) Bihar Industries Minister Shreyasi Singh Friday said that the state has received 1,091 investment proposals worth Rs 1,21,863 crore since 2025, with the projects expected to generate more than 68,807 employment opportunities.
Addressing a press conference here, Singh said the government was focusing on expanding industrial infrastructure, implementing investor-friendly policies, and creating employment opportunities to establish Bihar as a major industrial and investment destination. She said the Industries Department was working to translate investment proposals into operational projects, encourage local entrepreneurs and create new avenues of employment for the state's youth.
The minister said the government was working to make more than 14,600 acres of additional industrial land available. Land acquisition is being pursued at 28 locations across 25 districts for the development of new industrial areas, she added. Through the Bihar Industrial Area Development Authority (BIADA), 521 industrial units have been allotted 727.02 acres of land since the beginning of the 2025-26 financial year. These units have proposed investments of Rs 18,380.25 crore and are expected to generate 49,167 jobs, Singh said.
Bihar has a network of 94 industrial areas, with more than 32 lakh square feet of ready industrial facilities available for entrepreneurs to commence operations, she said. The department is also strengthening basic infrastructure, including roads, electricity, water supply and security, while seeking to provide industrial space at competitive costs.
Singh said the Bihar Integrated Manufacturing City was being developed over approximately 1,670 acres in Gaya. Chief Minister Samrat Choudhary is scheduled to inaugurate the project on October 24, she added. The project is expected to encourage large-scale manufacturing, attract investment and create additional employment opportunities.
Several sector-specific industrial projects are also being developed across the state. These include a food processing park spread over 143.96 acres in Muzaffarpur, a leather, footwear and accessories cluster over 62.17 acres at Mahil-Motipur, and a multi-modal transport and freight hub at Fatuha.
Work is also progressing on a model green industrial area in Jhanjharpur, special economic zone-related projects at Kumarbagh and Nawanagar in Buxar, and a proposed electronics city, the minister said.
The minister said eligible investors were being offered land free of cost under the Bihar Industrial Investment Promotion Package, 2025. The Bihar Semiconductor Policy, 2026, has also been introduced to encourage investment in advanced technology-based industries.
A new technology centre is being established in Patna with an investment of Rs 171 crore across 15 acres, she said, adding that the initiative would strengthen the state's technological capabilities and prepare the ground for future industries.
Singh said the government had introduced a new directorate and established the Bihar State Marketing Authority to strengthen micro, small and medium enterprises (MSMEs).
Following the development of a model enterprise support centre in Vaishali, the initiative was being extended to all districts. The government has also launched the Bihar MSME Policy, 2026, the Chief Minister's MSME Cluster Development Scheme, 2026, and the Micro and Small Enterprises Facilitation Council Rules, 2026, she said.
Under six components of the Chief Minister's Entrepreneur Scheme, 47,075 beneficiaries have received assistance amounting to more than Rs 3,414 crore. The Bihar Small Entrepreneur Scheme has provided Rs 581 crore in assistance to 71,740 beneficiaries, according to the minister.
Under the Startup Bihar initiative, 1,762 new enterprises have been registered, and financial assistance of Rs 103 crore has been disbursed. The state has also established 22 incubation centres, 47 entrepreneurship support cells and three B-Hub co-working spaces, she said.
Under the Prime Minister's Employment Generation Programme, 41,155 units have been approved in Bihar, with grants amounting to Rs 1,015 crore released, Singh said. Bihar also received the first prize in the best state category under the approval achievement category of the Pradhan Mantri Formalisation of Micro Food Processing Enterprises scheme in 2026, she added.
Under the PM Vishwakarma scheme, 1,62,053 artisans have been registered in the state. Of these, 1,20,885 have completed training, 24,615 loans have been disbursed and 77,628 beneficiaries have received tool-related assistance.
A total of 21,954 entrepreneurship development training programmes have also been completed, with coordination established with 28 training institutions across 20 districts, the minister said.
To simplify investment-related procedures, the department has introduced a revamped single-window clearance system, bringing 62 services from nine departments onto a single digital platform. Investors can use the platform to identify approvals required for their projects, apply for licences, upload existing licences and track the status of applications. The Ease of Doing Business Act, 2026, and the Jan Vishwas Act, 2026, are also aimed at reducing procedural hurdles and making administrative processes more transparent, Singh said.
The state has prepared export action plans at both state and district levels to help local products reach national and international markets, she said.
Projects for 10 working women's hostels are also being pursued under the PM Gati Shakti initiative to improve women's participation in the workforce.
Singh further said Chief Minister Samrat Choudhary had inaugurated a mega leather, footwear, and accessories cluster at the industrial area on October 15. Industrial infrastructure and a common facility centre developed at a cost of Rs 140.95 crore were also inaugurated on the occasion.
The minister said the government's focus was on converting investment proposals into actual projects, strengthening small and medium enterprises and expanding employment opportunities for young people through industrial infrastructure, policy incentives, entrepreneurship support and technology-led initiatives.
