Bihar revenue secretary directs COs to take proactive steps for correction of land records

Patna, Sep 17 (UNI) Bihar Revenue and Land Reforms Department Secretary Jai Singh Thursday directed Circle Officers (COs) to take proactive steps for correction of errors in land records and not wait for applications from landholders (raiyats).
A review meeting chaired by Singh was held at the Revenue Survey Training Institute here to assess the functioning of Circle Officers in Saran, Supaul, and West Champaran districts. The meeting reviewed progress in the correction of jamabandis (land records), mutation of succession cases involving deceased raiyats, applications from eligible landless beneficiaries under the Abhiyan Basera scheme, and various activities under the Revenue Maha Abhiyan.
Singh directed the COs to identify and rectify errors in jamabandis on their own instead of waiting for applications from raiyats. He also asked them to review cases that had earlier been rejected due to errors in jamabandis and ensure their disposal after necessary corrections.
During the review, directions were issued for suspension proceedings against the Circle Officers of Parsa, Amanour and Dariapur in Saran district after 99 per cent of applications received under the Revenue Maha Abhiyan were rejected.
Singh directed officials to accord priority to correcting all types of errors recorded in jamabandis during the special drive being conducted from September 15 to October 31. He also instructed Circle Officers to take proactive action in cases involving mutation of succession in the names of legal heirs of deceased raiyats and achieve the prescribed targets.
The secretary told Circle Officers that they should not depend solely on their subordinates for disposal of official work. It was their responsibility to remain informed about all revenue-related activities in their respective circles, conduct regular reviews, and monitor progress, he said.
The meeting also discussed applications from eligible landless beneficiaries under Abhiyan Basera. Singh clarified that eligible beneficiaries were not required to visit the state headquarters to submit applications and could apply at their respective Circle Offices.
He directed officials to provide beneficiaries with accurate information regarding the application process and warned that legal action would be taken as per the rules if anyone was found misleading beneficiaries or providing them with incorrect information.
Circles that had failed to make the desired progress in disposing of pending cases were directed to expedite their disposal on priority.
Over delays and alleged negligence in the disposal of cases under the Revenue Maha Abhiyan, the Circle Officers of Thakrahan and Nautan in West Champaran and Pipra and Basantpur in Supaul were instructed to improve their functioning and ensure quality and transparent disposal of cases.
