Bihar's growth accelerated under Modi, state to emerge as investment and employment hub: Samrat

Patna, Oct 12 (UNI) Bihar Chief Minister Samrat Choudhary on Monday said the state has witnessed unprecedented progress across various sectors over the past 12 years under the leadership of Prime Minister Narendra Modi, and asserted that with continued support from the Centre, Bihar is poised to emerge as a major hub for investment, employment, entrepreneurship, innovation and good governance.
Addressing a press conference at the main secretariat following a Cabinet meeting, Choudhary highlighted the Centre''s contribution to Bihar''s development in housing, healthcare, education, agriculture, women's empowerment, roads, railways, air connectivity and industrial infrastructure.
The Chief Minister was briefing the media on resolutions adopted by the Bihar Cabinet to mark 25 years of Modi's public service as the head of a government, as well as the contribution of the Central government to the state''s development.
Choudhary said Modi's journey in public service entered a new phase when he took oath as Gujarat Chief Minister on October 7, 2001, before assuming office as Prime Minister on May 26, 2014. Completing 25 years as the head of a government, he said, was an extraordinary achievement reflecting sustained public service, democratic trust and people''s participation.
He said the Prime Minister's public life had prioritised the welfare of the poor, upliftment of disadvantaged sections, farmers' and women's empowerment, expanding opportunities for youth, national security and infrastructure development. The journey reflected a commitment to service that went beyond holding public office.
The Chief Minister said the Bihar Cabinet had unanimously adopted three resolutions. The first congratulated Modi on completing 25 years in public service as the head of a government on behalf of the state Cabinet and the people of Bihar.
The second expressed gratitude to the Prime Minister and the union government for their support to Bihar''s all-round development over the past 12 years.
The third reaffirmed the state''s commitment to working in coordination with the Centre to make Bihar a leading contributor to the vision of Viksit Bharat-2047.
Highlighting the impact of welfare schemes, Choudhary said around 55 lakh houses had been completed in rural Bihar and nearly 1.98 lakh in urban areas under the Pradhan Mantri Awas Yojana.
More than 8.57 crore beneficiaries in the state were receiving free foodgrains under the Pradhan Mantri Garib Kalyan Anna Yojana, he said, adding that the initiatives had helped improve the living conditions of poor and disadvantaged families.
He also referred to the provision of 10 per cent reservation for economically weaker sections among the general category as an important measure to expand access to opportunities.
On healthcare, Choudhary said the foundation stone for the All India Institute of Medical Sciences (AIIMS) at Darbhanga had been laid. The institution, being developed at an estimated cost of around Rs 1,264 crore, is envisaged to have a 750-bed super-speciality hospital and 125 MBBS seats.
The number of medical colleges in Bihar has increased from 13 in 2013-14 to 32 in 2026-27, while the number of MBBS seats has risen to 4,835, he said. More than four crore Ayushman cards had also been issued in the state under the Ayushman Bharat scheme.
On women''s empowerment and economic self-reliance, the Chief Minister said initial assistance of Rs 10,000 each had been transferred to the bank accounts of 1.81 crore women under the Mukhyamantri Mahila Rojgar Yojana.
Self-help groups, he said, had enabled women to access savings, bank credit, self-employment and small-business opportunities. More than 50 lakh women in the state had become Lakhpati Didis, he added, underlining the role of Central and state government initiatives in expanding women's economic participation.
In agriculture, Choudhary said farmers in Bihar were receiving annual financial assistance of Rs 6,000 under the Pradhan Mantri Kisan Samman Nidhi. The government was also promoting crop diversification, irrigation, animal husbandry, dairy and fisheries, alongside efforts to encourage distinctive Bihar products such as makhana, Shahi litchi, Jardalu mango, Katarni rice and Magahi paan.
Referring to infrastructure development, he said the length of national highways in Bihar had increased from around 4,615 km in 2014 to nearly 6,500 km. Projects such as the Patna-Purnia Greenfield Expressway and the Patna-Sasaram corridor were expected to further improve connectivity, he added.
The railway budget allocation for Bihar for the financial year 2026-27 stood at around Rs 10,379 crore, Choudhary said. As many as 98 railway stations in the state had been selected for redevelopment under the Amrit Bharat Station Scheme. Regular air services had also commenced from Darbhanga and Purnia, strengthening regional connectivity.
On industrial development, the Chief Minister said initiatives were underway to establish an integrated manufacturing cluster under the Amritsar-Kolkata Industrial Corridor, develop new industrial parks and strengthen modern industrial infrastructure.
These measures could create fresh investment and employment opportunities in manufacturing, micro, small and medium enterprises, food processing, textiles and handicrafts, he said.
Choudhary asserted that the state government was committed to working closely with the Centre, guided by the Prime Minister''s vision of collective effort, to accelerate Bihar''s development. The objective, he said, was not merely to transform Bihar into a developed state but also to ensure that it became a leading contributor to India''s journey towards becoming a developed nation by 2047.
Expressing confidence in the country''s future, the Chief Minister said India would continue to advance as a prosperous, secure, self-reliant and developed nation, with Bihar playing a strong and active role in that journey.
