Bihar’s interests must be on top priority in Ganga water and Farakka treaty: Chief Minister

Patna, Oct 30 (UNI) Bihar Chief Minister Samrat Choudhary Friday said that the state's interests must be adequately protected under the Ganga Water Treaty and Bihar should have the right to sufficient water for drinking purposes, irrigation, and industrial requirements.
Addressing a one-day seminar on “Ganga Water Treaty: Water Security of Bihar”, organised by the Water Resources Department, the Chief Minister emphasised that Bihar's rivers, water resources and population should not be viewed as weaknesses but transformed into the state's greatest strengths for prosperity.
He said that the state government had formulated a state-level policy on Silt Management. Scientific removal and utilisation of silt from the Ganga and other rivers would be ensured. Efforts would also be made to make silt and soil from the Ganga available for public use, road construction and other infrastructure projects.
For this purpose, the Bihar government would enter into an agreement with the National Highways Authority of India (NHAI) in the coming days. He also stressed the need for a comprehensive policy on silt management at the national level.
Choudhary said that Bihar's rivers, water resources, and population must be transformed into its greatest assets. If the state succeeds in turning its weaknesses into strengths, nothing can prevent Bihar from becoming a prosperous state. He emphasised that adequate water availability is essential for the overall development of Bihar, expansion of agriculture and industrial progress. The state requires sufficient water for drinking purposes, irrigation of farmers' fields and industrial operations.
The Chief Minister said that Bihar's interests must be accorded the highest priority in matters concerning the Ganga Water Treaty and the Farakka Agreement.
He further said that the nearly 25-year-old dispute between Bihar and Jharkhand over the sharing of water from the Sone River had been resolved with the support of union Home Minister Amit Shah. Under the arrangement, Bihar would receive three-fourths (3/4) of the water. He described this as a significant achievement towards better management of the state's water resources.
Emphasising the construction and strengthening of embankments along the Ganga, Choudhary said that it was essential to scientifically understand the river's flow patterns and management and take appropriate measures accordingly.
He suggested that experts participating in the seminar be taken on an aerial survey of the Ganga so that they could directly assess the river's actual condition, flow patterns, and silt accumulation and provide effective recommendations.
He said that Bihar's rivers were a source of immense opportunities for the state. Proper management of their water and silt resources could create new opportunities in agriculture, industry, infrastructure development and employment generation.
The Chief Minister said that the state government's target was to provide employment and job opportunities to one crore people. Better utilisation of water resources would play an important role in achieving this target.
He said that the government's commitment was to transform Bihar's rivers into the foundation of the state's economic prosperity. Through scientific management of water resources, expert recommendations and support from the Central Government, Bihar would be taken to new heights of development.
