Cabinet clears ITLA to overhaul India’s transport planning with data-driven multimodal strategy

New Delhi, Oct 6 (UNI) The union Cabinet on Tuesday approved the setting up of the Integrated Transport & Logistics Authority (ITLA), a Special Purpose Vehicle (SPV) that will serve as a national institutional framework for integrated transport and logistics planning, project appraisal, monitoring, research and data-driven policymaking.
Announcing the decision after the Cabinet meeting, union Minister for Information and Broadcasting Ashwini Vaishnaw said the new authority would strengthen research, planning, project appraisal, monitoring and impact assessment across the broad domains of transportation and logistics.
The move seeks to tackle a long-standing challenge in India’s infrastructure development: fragmented planning and implementation across multiple ministries, agencies and modes of transport. The government envisages ITLA as a mechanism to bring roads, railways, ports, shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics into a common planning architecture.
Under the proposed framework, ITLA will function as the national apex institution for integrated transport and logistics planning, research, project appraisal, monitoring, policy support and data analytics.
One of its principal responsibilities will be the preparation of a comprehensive National Transport Master Plan with a planning horizon of 10 years or more.
The authority will also examine short-term sectoral plans of around five years and annual plans prepared by transport ministries to ensure that they remain aligned with the long-term National Transport Master Plan. The objective is to promote multimodal infrastructure while avoiding duplication, gaps and competing priorities between different modes of transportation.
A major component of ITLA’s mandate will be the technical appraisal of Government of India infrastructure projects costing Rs 500 crore or more. While the authority will undertake the technical assessment, financial appraisal will continue to be carried out through the existing financial appraisal mechanisms.
ITLA will also monitor the implementation of transport and infrastructure projects above the Rs 500-crore threshold and provide a coordinated mechanism for addressing issues that emerge during execution. After completion, it will undertake post-implementation impact assessments to establish whether major projects have achieved their intended objectives.
The Cabinet decision also provides for the creation of a National Transport Data Repository (NTDR), which is expected to form a key pillar of the new institutional architecture. ITLA will integrate transport and logistics datasets from multiple sources, including GSTN e-way bills, FASTag, Vahan, GPS-based systems and urban traffic management systems.
The integrated repository is expected to enable advanced data analytics, including freight-flow and origin-destination analysis, giving policymakers a more comprehensive understanding of the movement of people and goods across the country. Such data will also be used for transport planning, project monitoring, impact assessment and identifying emerging infrastructure bottlenecks.
ITLA will further advise and assist the government in reviewing and updating the National Logistics Policy, 2022. Its mandate will include capacity building, training and skilling in the logistics sector, besides promoting research, innovation and the adoption of international best practices in transportation and logistics.
The initiative comes against the backdrop of the government’s sustained emphasis on improving India’s logistics performance and building infrastructure capable of supporting faster economic growth. Integrated transport planning, multimodal connectivity and digital technologies have increasingly become central to efforts to reduce transit times, improve freight movement and make supply chains more efficient.
The government expects the authority to strengthen institutional capacity for transport research and planning, facilitate the integration and use of large-scale transport datasets, improve project monitoring and evaluation, and encourage the adoption of global best practices.
By providing a common platform for transport and logistics planning, ITLA is expected to help move India towards a more seamless multimodal transportation system, with the larger objective of improving connectivity, lowering the cost of moving goods and people, strengthening supply-chain efficiency and enhancing India’s competitiveness in the global logistics landscape.
