Centre cuts sugar dealers’ stock limit to 1,000 quintals, holding period to 15 days from Oct 15

New Delhi, Oct 7 (UNI) The Centre has tightened sugar stock-holding restrictions for dealers, halving the maximum permissible stock across most of the country to 1,000 quintals from 2,000 quintals and reducing the holding period to 15 days from 30 days, with the revised limits taking effect from October 15, according to a Gazette notification.
The Ministry of Consumer Affairs, Food and Public Distribution issued the order on October 6, further amending the sugar stock restrictions notified on July 28.
The order has been issued under Section 3 of the Essential Commodities Act, 1955, read with Clauses 7 and 16 of the Sugar (Control) Order, 2025.
Under the revised provision, no sugar dealer will be allowed to hold any stock for more than 15 days from the date of its receipt. Dealers will also not be permitted to keep more than 1,000 quintals of sugar at any time and at any place throughout the country, except in Kolkata and its extended metropolitan areas and Assam.
For Kolkata, its extended metropolitan areas, and the state of Assam, the stock ceiling has been set at 2,000 quintals.
The amendment substantially tightens the earlier restrictions. Under the previous provision, sugar dealers could hold stock for up to 30 days from the date of receipt, while the maximum stock allowed across most of the country was 2,000 quintals.
Kolkata and its extended metropolitan areas were earlier allowed to hold up to 4,000 quintals. Under the amended provision, this ceiling has been reduced to 2,000 quintals, while Assam has been specifically included in the same exception category.
The new restrictions will come into force on October 15, 2026, the notification said. .
The latest Gazette notification does not state the policy rationale for reducing the stock ceiling and holding period. From October 15, dealers covered by the general ceiling will be required to keep stock within 1,000 quintals and dispose of it within 15 days of its receipt, compared with the earlier ceiling of 2,000 quintals and a 30-day holding period.
