Ex-Japanese Minister Masharu Nakagawa bats for Intl Solidary Tax to combat climate change

Hyderabad, Apr 26 (UNI) Former Japanese Minister Masaharu Nakagawa on Saturday advocated for innovative funding mechanisms such as an international solidarity tax under the UN to combat climate change.
Speaking on the second day of the Bharat Summit here, he emphasised the importance of involving young people in the development of future climate policies.
The session titled ‘Accelerating Climate Justice’ was attended by former Nigerian diplomat and UN official Oseloka Obaze; New Zealand MP Megan Woods; Guatemalan politician Roman Castellanos; youth leader Jessali Zarazua; and Masaharu Nakagawa.
In his address, Oseloka Obaze highlighted that Africa is fully aware of the climate crisis but lacks the resources to adapt while also confronting hunger and poverty. He underscored the need for global solidarity and equitable resource deployment, warning that the consequences of inaction will affect all nations equally.
“We’re all in the same boat — if it goes down, we all go down,” he said, urging the world to recognise the moral imperative of climate justice.
Megan Woods stressed the importance of ensuring that climate policies are not reserved for the privileged. She also criticised the inefficiencies of multilateral climate funds, advocating instead for bilateral financing solutions that better serve smaller and developing nations.
Roman Castellanos emphasised that climate justice is inseparable from social justice, calling for policies that address inequality through education, access to green technology, and community-based solutions. He warned against slow, symbolic transitions and pushed for actionable, long-term strategies that transcend political ideologies.
Jessali Zarazua brought an ecofeminist perspective, urging a rethinking of development itself. “Richness does not mean progress,” she said, highlighting the need for vulnerable communities to lead climate decision-making.
Zarazua also noted that climate change is increasingly becoming a national security threat, with rising sea levels and urban stress demanding immediate attention.
