Haryana revises Lado Lakshmi Scheme; Rs 1,000 monthly to go into deposit

Panchkula, Oct 13 (UNI) The Haryana Government has notified revised provisions of the Deen Dayal Lado Lakshmi Yojana, providing Rs 2,100 in monthly assistance to each eligible woman, with Rs 1,100 credited directly to her savings account and Rs 1,000 deposited in a government-operated recurring or fixed deposit account from the second month onwards.
Under the revised scheme, all new beneficiaries will receive the full Rs 2,100 in their bank accounts in the first month. The accumulated deposit, along with interest, will be paid on maturity. The deposit period will be determined by the government and cannot exceed five years from the date of implementation of the amended scheme.
The notification, issued by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department in the Haryana Government Gazette on October 13, makes the revised scheme applicable across the state with immediate effect. Its objective is to strengthen women’s financial independence and provide social security.
Under the main eligibility criteria, applicants must be women aged 23 or above from families with verified annual income of up to Rs 1.80 lakh. They must also be identified as belonging to the “poorest of the poor” category by the Gram Sabha in rural areas or the Area Sabha/Ward Committee in urban areas.
The applicant, or her husband in the case of a woman who moved to Haryana after marriage, must be a Haryana resident and have lived in the state for at least 15 years at the time of application.
A separate eligibility category covers women from families with an annual income of up to Rs 1.80 lakh whose children attend state government schools and meet at least one of the specified criteria: scoring above 80 per cent in Class 10 or 12 board examinations; achieving prescribed grade-level competency under the NIPUN Bharat Mission in Classes 1 to 4; or successfully recovering from severe or moderate acute malnutrition, as verified by the Women and Child Development Department. Women with more than three children are ineligible under this additional category.
Women receiving assistance under specified social security pension schemes or other government pensions, financial assistance or annuities are generally ineligible. Income-tax payees are also excluded. Government employees, including those working on a regular or contractual, full-time or part-time basis, are excluded where their family income exceeds the prescribed eligibility limit.
However, the notification permits beneficiaries to receive Lado Lakshmi assistance alongside specified financial assistance schemes for Stage III and IV cancer, rare diseases, haemophilia, thalassaemia and sickle cell anaemia.
Beneficiaries must complete face authentication or liveness detection through the app every quarter after the first payment to ensure continued disbursement. Beneficiary data will also be shared with Gram Panchayats and urban local bodies for community-level verification. Assistance may be discontinued if a beneficiary is subsequently found ineligible.
Complaints can be registered through a dedicated window on the app. District Social Welfare Officers are required to take action within seven working days. Unresolved complaints will be escalated to the Additional Deputy Commissioner and subsequently to the Deputy Commissioner, whose decision will be final.
The notification provides for the immediate stoppage of assistance if eligibility conditions are violated or benefits are sanctioned on the basis of false or incomplete information. Wrongly received amounts may be recovered with interest at 12 per cent annually. Recovery may be pursued from the beneficiary or specified family members, or as arrears of land revenue. The notification also provides for civil imprisonment to enforce recovery in cases where the beneficiary has no movable or immovable property in her name.
