HP Govt imposes complete ban on employee transfers

Shimla, June 30 (UNI) Himachal Pradesh government has announced a complete ban on the transfer of employees, effective July 1, 2025.
The directive, issued by the Department of Personnel, reiterates that a similar ban was also imposed on August 5, 2024, and mandates strict compliance across all departments.
In an official communication dated June 28, 2025, Joint Secretary Personnel Mrm Babir Singh instructed all administrative secretaries, heads of departments, divisional commissioners, and deputy commissioners to process transfer proposals only under exceptional circumstances.
Such cases must align with Para 8 of the Comprehensive Guiding Principles, 2013, and require prior approval from the Chief Minister.
The move aims to curb unnecessary disruptions in administrative functioning and ensure stability in government operations.
The circular emphasises that any deviations from the ban will be permissible solely for compelling reasons, as outlined in the 2013 guidelines.
