India introduces inspection and public rating systems for allied healthcare colleges

New Delhi, Oct 7 (UNI) India has introduced a formal inspection and public-rating regime for institutions offering allied and healthcare courses, bringing student feedback, research performance, teaching standards, and campus facilities into the regulatory assessment of recognised institutions.
The National Commission for Allied and Healthcare Professions (NCAHP), with the prior approval of the Central government, has notified the Autonomous Boards and Central Assessment Committee (Establishment, Constitution, Functions and Powers) Regulations, 2026, according to an official Gazette notification.
The notification, dated September 28, was published in the October 6 issue of the Gazette of India. The regulations came into force from the date of their publication in the Official Gazette.
The framework creates a regulatory architecture for verification, inspection and rating of allied and healthcare institutions and spells out the composition and powers of Autonomous Boards operating under State Councils.
A key provision requires that the assessments and ratings of recognised institutions be made available on the respective State Council's website or in the public domain.
The Assessment and Rating Board will evaluate applications seeking recognition, verify compliance with prescribed minimum standards, scrutinise applications for letters of permission and inspect recognised institutions.
It will also review annual disclosure reports to identify lapses and can recommend action by the State Council against recognised institutions. The Board, or assessors empanelled on its behalf, will assess and rate recognised institutions, including those seeking permission to run allied and healthcare courses.
The regulations prescribe a structured mechanism for on-site inspections.
An inspection team will be constituted by the concerned Autonomous Board, with the prior approval of the State Council, and will comprise three members — at least one from the relevant Autonomous Board and two empanelled assessors selected according to the nature of the courses offered by the institution.
State Councils have also been empowered to develop a digital mechanism for allocation of inspection teams.
Inspection teams must verify compliance with minimum standards, maintain records of inspections and action taken, collect supporting evidence and submit an Institution Verification Report to the Commission or State Council.
Information gathered during an inspection and the verification report will generally remain confidential unless disclosure is required under the regulations or directed by the Commission or State Council. No inspection can be conducted where a conflict of interest exists.
The framework goes beyond infrastructure and minimum compliance by providing for continuous monitoring of recognised institutions.
Ratings will consider compliance with prescribed standards, academic excellence demonstrated through innovative teaching methods, additional courses offered to students, research output and its impact, student discipline and the quality of the teaching-learning environment.
Significantly, student feedback on various aspects of an institution will form part of the rating exercise and will be assigned due weightage.
Participation of students and faculty in academic, sports and social activities at national and international levels, as well as the availability of sports and social facilities, will also count towards an institution’s assessment.
The Undergraduate Board has been tasked with determining and ensuring implementation of standards for recognised undergraduate allied and healthcare courses across states in accordance with NCAHP directions.
It will facilitate faculty development and training, promote research and implement Commission-approved competency-based frameworks for evaluating undergraduate programmes.
The same provisions will apply, with necessary modifications, to the Post-graduate Board for recognised postgraduate courses.
Each Autonomous Board constituted by a State Council will have at least 10 and not more than 20 members, including a president, with one to two members from each recognised category of allied and healthcare professions.
The president must possess a postgraduate degree in a recognised allied or healthcare profession and have at least 15 years’ experience in allied and healthcare sciences, including at least seven years in a leadership role. Members require at least 10 years’ experience, including five years in a leadership role.
The president and members must be registered allied and healthcare professionals in a state or central register and must declare assets, liabilities and conflicts of interest.
They will hold office for two years and may be reappointed for two consecutive terms, but cannot continue after attaining the age of 70.
The Ethics and Registration Board will maintain the State Register of allied and healthcare professionals and oversee implementation of the prescribed code of ethics and standards of professional conduct.
It will examine complaints or instances involving violations of professional conduct and ethics by registered professionals and can recommend their removal from the State Register.
The regulations provide a separate mechanism for states and union Territories where a functional State Council has not been established.
In such jurisdictions, a Central Assessment Committee will function under the overall supervision of the NCAHP and will be assisted by the Commission’s secretariat.
The committee will have between 10 and 30 members, including a president, with representation from Professional Councils. Additional members can be appointed to ensure adequate representation of states and union Territories, particularly those without functional State Councils.
Members will serve two-year terms and can be reappointed for two consecutive terms. The president will be appointed annually on a rotational basis from among members representing different allied and healthcare professions. Neither the president nor members can remain in office after turning 70.
The Central Assessment Committee will perform the functions assigned to Autonomous Boards and follow the same prescribed procedures for verification, inspection and rating of allied and healthcare institutions.
