Multiple entries for Form 6 has caused a big problem for the ECI in UP

Lucknow, Nov 5 (UNI) Multiple entries for Form 6 has caused a big problem for the Election Commission of India ( ECI) in Uttar Pradesh.
According to UP CEO office here on Thursday eligible citizens apply for inclusion of their names in the electoral rolls of Assembly constituencies through online as well as offline modes.
"It has come to notice that when applicants submit Form-6 online, either themselves or through Common Service Centres (CSCs), they sometimes apply more than once if they do not receive the reference number on their mobile number. This is causing the problem of multiple entries. In this regard, guidelines have been issued to all District Election Officers to provide training to CSC operators."
ECI said to prevent multiple entries of Form-6 filled by citizens themselves or through a Common Service Centre, the following points must be kept in mind: " While filling Form-6, the mobile number of the applicant or a relative of the applicant may be entered on the form. The mobile number given in the form gets linked with the EPIC ID in the Elector Data.
The final submission of Form-6 takes place after e-sign, and the reference number of the form is generated only after the e-sign. For the e-sign, the applicant enters their Aadhaar number, after which an OTP is received on the Aadhaar-linked mobile number. On entering the OTP, the e-sign is completed successfully.
It further said on submitting the form through e-sign, a message confirming successful submission is displayed: “Your application has been received for inclusion of name in electoral roll for first time voter. Use S2XXXXO6N2909261200020 for future reference, ECI.”
This confirms that the form has been submitted.
The mobile number entered by the applicant in Form-6 and the Aadhaar-linked mobile number may be different.
When Form-6 is submitted, the reference number is sent to the mobile number entered in Form-6. This reference number can also be used to track the application in the future.
If the applicant’s form is being filled by a CSC operator, the operator must enter only the applicant’s genuine, active mobile number in the form, so that the applicant receives the notification of the form’s submission on their own mobile number.
The CSC operator must never enter their own mobile number, or any fictitious or incorrect mobile number, in place of the applicant’s mobile number.
Sometimes, due to network problems, the reference number is not received on the mobile number entered in Form-6. After the form is e-signed, its reference number is also displayed on the screen. Therefore, if the notification is not received on the applicant’s mobile number, a screenshot of the reference number displayed on the screen should be taken, or the reference number should be noted down and shared with the applicant.
This will prevent the same form being filled again for that applicant and will also allow the applicant to check the status of their application.
The Elector Photo Identity Card (EPIC) is sent to voters by the Department of Posts via Speed Post. If the residential address in the form is incomplete or the PIN code is incorrect, the Department of Posts returns such Voter ID cards.
Therefore, while filling Form-6, the applicant must give their complete residential address with the correct PIN code, so that the voter receives the Voter ID card at the correct address on time.
Entering the applicant’s genuine and active mobile number while filling Form-6 has several benefits, such as:
A confirmation of successful submission of the application, along with the reference number, is received on the applicant’s registered mobile number.
The status of the application can be tracked in the future using the reference number.
If additional documents are required for the application regarding address, photo, age proof, or other information, the applicant can be informed in time on the mobile number they provided.
Using the registered mobile number, the voter can download their e-EPIC anytime, anywhere. If a voter does not remember their Voter ID card number, they can use the registered mobile number on the Citizen Service Portal (voters.eci.gov.in) or on the ECINET Mobile App to find their personal details in the Electoral roll, as well as information about their Assembly Constituency, polling station, BLO (Booth Level Officer), and so on.
UP CEO Navdeep Rinwa said," All District Election Officers have been directed to ensure that all Electoral Registration Officers, Assistant Electoral Registration Officers, and Booth Level Officers also take special care that no applicant’s Form-6 is entered more than once. District Election Officers have also been directed to ensure wide publicity of these factual information among the public through the media, social media, and press releases."
