AMCCIE seeks rollback of gold hallmarking fee hike

Mumbai, Oct 4 (UNI) The Agrawal Marwadi Chamber of Commerce, Industries & Education (AMCCIE) has urged the Centre and the Bureau of Indian Standards (BIS) to withdraw the increase in gold hallmarking charges from Rs 45 to Rs 75 per article.
AMCCIE National President Rajesh Agarwal said the 66.67 per cent increase, effective from September 14 under the BIS (Hallmarking) Amendment Regulations, 2026, would add to the compliance burden on jewellers, MSMEs and consumers.
Under the revised fee structure, the gold hallmarking charge is Rs 75 per article, subject to a minimum of Rs 200 per consignment, while the silver hallmarking fee remains Rs 35 per article with a minimum of Rs 150 per consignment.
Agarwal said AMCCIE supported hallmarking as a means of ensuring purity, transparency and consumer protection, but called for restoration of the earlier fee.
He also urged BIS to consult jewellers, manufacturers, MSMEs, hallmarking centres and consumer representatives before future fee revisions and consider concessions for small jewellers and MSMEs.
The chamber further called for measures to improve the efficiency and transparency of hallmarking centres and action against fake hallmarking, unauthorised operations and non-compliance.
Agarwal said the impact of the revised fee could be significant for lightweight and lower-value jewellery, as the charge is levied per article irrespective of its weight.
