Two-day workshop on vigilance administration in Defence PSUs begins in Hyderabad

Hyderabad, Oct 9 (UNI) A two-day workshop on vigilance administration in Defence public Sector Undertakings (DPSUs), organised by Bharat Dynamics Limited (BDL), began here on Friday as part of the Preventive Vigilance Campaign 2026, bringing together vigilance functionaries from all 16 Defence PSUs to strengthen preventive mechanisms and promote transparency and accountability.
The workshop aims to provide a common platform for Chief Vigilance Officers and other officials to exchange best practices, discuss common challenges and strengthen professional coordination across the defence public-sector ecosystem, a defence release said here.
D.V. Srinivas Rao, Director (Technical), BDL, inaugurated the workshop in the presence of Commodore Sujay Kapoor (Retd.), Director (Production), BDL, Spurthi Reddy, IRS, Chief Vigilance Officer, BDL, and senior officials from the participating organisations.
A message from Dinesh Mahur, Additional Secretary and Chief Vigilance Officer, Department of Defence Production, Ministry of Defence, was read out during the inaugural session.
He emphasised three priorities: making vigilance preventive rather than merely punitive, distinguishing bona fide decisions taken in good faith from mala fide conduct, and integrating technology and data analytics into vigilance operations.
The message highlighted the importance of effective vigilance systems in defence production, where complex procurement procedures, contracts, quality requirements and time-bound projects call for a balance between operational efficiency and accountability.
Srinivas Rao said preventive vigilance should be viewed as a management tool for improving governance and organisational performance.
He stressed that integrity in procurement, vendor management, quality control and project execution was essential to operational excellence in strategic manufacturing.
Spurthi Reddy described the workshop as an opportunity for Chintan and Manthan, or reflection and collective learning, and said it would help establish a professional network for vigilance officials to exchange experiences, share practical tools and address systemic vulnerabilities.
The workshop features sessions on ethical institution-building, drawing on the Tata Steel experience; fraud prevention, detection and investigation in the corporate sector, led by KPMG; and sharing of best practices and challenges by vigilance units of the participating Defence PSUs.
The workshop will conclude on October 10.
