Odisha: Rs 800 crore Cuttack land dispute settled in State’s favour

Bhubaneswar, Nov 4 (UNI) The Revenue Board has brought a 43-year-old legal dispute over 62.72 acres of prime government land near Jagatpur in Cuttack to an end, dismissing a revision petition by claimants and upholding the State’s ownership of the property, estimated to be worth over Rs 800 crore.
Revenue Board Member Satyabrata Sahu, in an order dated November 3, 2026, directed the Tangi-Choudwar Tahasildar to retain the land in the government records as ‘Abada Jogya Anabadi’. The order upheld an earlier ruling by the Additional District Magistrate, Cuttack.
The claimants had based their case on a registered lease executed in 1945 for setting up an oil mill. However, the Board held that the lease and other documents, including a 1905 will, failed to establish ownership or raiyati rights. It observed that the widow of the former zamindar, who had granted the lease, held only usufructuary rights and had no authority to transfer permanent ownership of the land.
The Board further clarified that old pattas, jamabandi records and rent receipts do not, by themselves, establish ownership or raiyati rights. It noted that the unoccupied, non-raiyati land had vested in the State on May 1, 1954, under Section 5 of the Odisha Estates Abolition Act.
The dispute, initiated in 1983, passed through several revenue courts before the petitioners approached the Board following an Orissa High Court direction in 2022.
Located within the Cuttack Municipal Corporation limits, the land could be used for development and public welfare projects.
