Odisha eyes spot among India’s top five power-exporting states: CM Majhi unveils clean energy roadmap

Bhubaneswar, Nov 3 (UNI) Odisha has set an ambitious target of emerging as one of India's top five power-exporting states and a leading clean-energy investment destination, with Chief Minister Mohan Charan Majhi unveiling the State's long-term renewable energy vision at the Bharat Renewable Energy Summit & Expo 2026 in New Delhi on Tuesday.
Declaring that "Odisha is open for business and ready for clean energy investment", Majhi outlined the State's ambition to source 74 per cent of its installed power capacity from non-fossil fuel sources by 2047 and establish itself as the clean-energy hub of eastern India.
The Chief Minister also highlighted the government's vision of meeting at least 33 per cent of industrial electricity consumption through green power at competitive tariffs.
Reaffirming the State government's commitment to building a robust power infrastructure and creating an investor-friendly environment, Majhi pointed to the Rs 15,948 crore sanctioned under the Mukhya Mantri Shakti Bikash Yojana for the modernisation and expansion of Odisha's power transmission network.
Inviting domestic and global investors to explore opportunities in the State's clean-energy sector, he highlighted Odisha's stable policy framework, time-bound project clearances through the single-window system and ongoing efforts to strengthen power infrastructure to facilitate investments and accelerate project implementation.
Odisha attracted prospective investment proposals worth approximately Rs 1,17,557 crore through 18 Memoranda of Understanding (MoUs) at the summit. The proposed investments represent a tentative capacity addition of around 11,742 MW across renewable energy and emerging clean-energy sectors.
The investment proposals cover a wide range of sectors, including pumped storage, solar, wind, hybrid renewable energy, battery energy storage, green hydrogen, green data centres and other emerging clean-energy technologies.
Welcoming the overwhelming interest shown by investors, Majhi described the development as a significant milestone in Odisha's clean-energy transition journey. He said the State was prepared to make a substantial contribution to Prime Minister Narendra Modi's vision of making India self-reliant in clean energy.
The MoUs were exchanged following the inauguration of the Odisha Pavilion by Chief Minister Majhi and Deputy Chief Minister K V Singh Deo. The two leaders also inaugurated the Netherlands Pavilion.
Dr Satya Priya Rath, Managing Director of GRIDCO Limited, exchanged the MoUs with representatives of the respective industry partners in the presence of the dignitaries.
The MoU exchange was followed by the Odisha State Plenary on "Investment Opportunities in the Renewable Energy Sector in Odisha", which witnessed participation from more than 900 delegates, including industry leaders, investors and other stakeholders.
During the plenary, GRIDCO Limited signed an MoU with the Centre for Mission on Energy Transition (CMET), anchored at Maulana Azad National Institute of Technology (MANIT), Bhopal; Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL); and the Indian Institute of Technology (IIT) Bhubaneswar.
Addressing the plenary, union Minister Pralhad Joshi underlined Odisha's strategic importance in India's clean-energy transition. He highlighted the State's abundant natural resources, strong industrial base and strategic port infrastructure as major advantages for attracting investments in the renewable energy sector.
Deputy Chief Minister K V Singh Deo highlighted Odisha's performance in the power sector, stating that the State had successfully met a peak electricity demand of approximately 6,242 MW during the summer without scheduled load shedding.
He also outlined Odisha's considerable potential in pumped storage, floating solar and wind energy. The State is additionally exploring opportunities to develop green hydrogen and green ammonia hubs at Gopalpur and Paradip.
Secretary, Ministry of New and Renewable Energy, Santosh Kumar Sarangi, highlighted Odisha's target of achieving 10.96 GW of renewable energy capacity by 2030 under the Odisha Renewable Energy Policy, 2022.
He noted that Odisha had achieved an installed renewable energy capacity of 3,641.23 MW as of September 30, 2026.
Additional Chief Secretary of the Energy Department, Vishal Dev, outlined the State's policy framework, project approval mechanisms and investment opportunities, particularly in pumped storage, floating solar and battery energy storage projects.
The participation of leading companies and investors, including NLC India, Adani Ports and SEZ, Avaada Group, Greenko Group, ACME Group, Evren and Brookfield Renewables, reflected the growing interest in Odisha's emerging clean-energy sector.
The investment proposals received from 18 industry partners, representing an estimated investment of Rs 1,17,557 crore and a tentative capacity addition of 11,742 MW, mark an important step in advancing the State's renewable energy ambitions.
With its focus on renewable power generation, energy storage, green hydrogen and modern transmission infrastructure, Odisha is positioning itself to play a significant role in India's transition towards a cleaner and more sustainable energy future.
