Bihar CM for greater use of science, technology and innovation for development

Patna, Oct 29 (UNI) Bihar Chief Minister Samrat Choudhary Thursday said the effective use of modern technology, scientific research and innovation could accelerate the state's development and make governance more transparent, efficient and citizen-centric.
Addressing the two-day Space Application Adoption Workshop-2026 at Dr APJ Abdul Kalam Science City in Patna, the Chief Minister urged scientists and technology experts to develop practical solutions tailored to Bihar's needs and ensure their implementation on the ground, so that ordinary citizens, farmers and the administrative machinery could directly benefit.
Choudhary said prioritising science, technology and innovation was essential to realise Prime Minister NareModi'sdi''s vision of a developed India by 2047 and achieve the goal of a prosperous Bihar articulated by former Chief Minister Nitish Kumar.
The workshop was organised around the theme, “Empowering Governance: Leveraging Space-Based Solutions for a Progressive Bihar.”
The Chief Minister said space-based technology, remote sensing and scientific data could play a crucial role in addressing Bihar's geographical challenges and development needs. Water inflows from Nepal, Madhya Pradesh and Uttar Pradesh contribute to flooding in several parts of the state, making scientific forecasting, continuous monitoring of river levels and coordinated water management particularly important.
Such measures, he said, could improve flood monitoring, agricultural planning and the implementation of development schemes.
Referring to changes in rainfall and river levels, Choudhary said that despite an approximately 32 per cent decline in rainfall, water inflows from outside the state had affected the levels of rivers such as the Ganga, Sone and Gandak. He stressed the importance of scientific studies and accurate forecasting under such circumstances.
He also called for measures to ensure the optimal utilisation of river water. The year-round use of Ganga water for essential purposes such as drinking water supply and irrigation would require effective initiatives, scientific assessments, improved planning and coordination with neighbouring states, he said.
Highlighting Bihar's historical legacy as a centre of knowledge and learning, Choudhary referred to the contributions of Aryabhata and Acharya Chanakya. He said the state's intellectual heritage should be combined with modern scientific thinking and technological capabilities to open up new avenues of development.
The Chief Minister urged officials, scientists and technology experts to develop useful applications suited to the state''s requirements and ensure that they were implemented in real-world conditions rather than remaining confined to technological demonstrations.
He also reviewed technical demonstrations presented by workshop participants and sought information on the practical utility of various applications. Officials were directed to explore opportunities for deploying these technologies across government departments and public welfare initiatives, with an emphasis on selecting suitable technologies and equipment for specific tasks.
During the programme, Choudhary launched the TechConnect portal. A memorandum of understanding was also signed between the Bihar Remote Sensing Application Centre (BIRSAC) and the Survey of India (SOI) to strengthen technical cooperation and improve the implementation of development schemes through space-based applications.
Referring to efforts to make technical education more accessible, the Chief Minister said the government's fee structure of Rs 10 at engineering colleges and Rs 5 at polytechnic colleges provided young people with opportunities to pursue technical education.
He also referred to a plan to develop 12 new townships inspired by historical names and heritage, stressing that modern technology and scientific approaches would be necessary for planned urban development.
Choudhary called on government departments and technical institutions to adopt new innovations, strengthen coordination and align technological solutions with public needs. The ultimate objective, he said, was to make governance more effective, transparent and citizen-oriented while accelerating Bihar's development.
The workshop discussed the application of space-based technological solutions, coordination among government departments and the potential of scientific applications to address the state's development challenges.
