IDFC FIRST bank tops Bihar’s bank performance ranking; SBI, several others in Red zone

Patna, Oct 24 (UNI) IDFC FIRST Bank has topped Bihar’s first-ever scientific assessment of banks’ performance, scoring 74 out of 100 points, while State Bank of India (SBI) and several other major lenders have been placed in the red zone, according to an assessment conducted by the state government.
The banks have been evaluated on a 100-point performance index and classified into three categories green, yellow and red based on their scores.
Banks scoring 50 points or above have been placed in the green zone. Besides IDFC FIRST Bank, Jammu and Kashmir Bank and RBL Bank scored 68 points each, followed by HDFC Bank (65), Bank of Baroda (64), Ujjivan Small Finance Bank (63), Punjab and Sind Bank (58), Bihar Gramin Bank (57), Bank of Maharashtra and AU Small Finance Bank (53 each), and union Bank of India (52).
The yellow zone comprises banks scoring between 40 and 49 points. ICICI Bank and Bank of India secured 47 points each, Punjab National Bank 45, Axis Bank, YES Bank and Unity Small Finance Bank 42 each, and Indian Bank 40.
Banks scoring below 40 points have been placed in the red zone. Indian Overseas Bank and Central Bank of India scored 37 points each, UCO Bank 35, SBI 32, Canara Bank 27, and IDBI Bank, Bandhan Bank, Kotak Mahindra Bank and State Cooperative Bank 26 points each.
The rankings were reviewed at the third meeting of a high-level committee chaired by Bihar Development Commissioner Mihir Kumar Singh. The meeting assessed the state''s overall banking performance, achievement of Annual Credit Plan targets, credit-deposit ratio and lending under various government welfare schemes.
The introduction of the 100-point index was a key feature of the review, aimed at assessing bank performance against specified parameters. Four new welfare schemes have also been brought under the credit-monitoring mechanism to improve the tracking of financial flows.
Following the review, Singh directed banks with relatively weak performance to work in mission mode to achieve their Annual Credit Plan targets and ensure that deposits mobilised from Bihar''s residents are channelled into the state''s economic development.
He specifically asked banks performing below the state average of 38.25 per cent, as well as those in the red zone, to accelerate lending. SBI, Punjab National Bank, Central Bank of India, Bank of India, UCO Bank and IDBI Bank were among the lenders asked to improve their performance.
Singh said a credit-deposit ratio of below 50 per cent at major banks holding substantial deposits from Bihar was a matter of concern. He stressed that local deposits should support lending to agriculture, micro, small and medium enterprises (MSMEs), startups and infrastructure, thereby promoting economic growth and employment generation.
Banks were also directed to expedite pending loan applications and minimise rejection rates under schemes such as the Kisan Credit Card, PM Vishwakarma and the scheme for street vendors.
For the financial year 2026-27, Bihar''s Annual Credit Plan target has been raised to Rs 4.95 lakh crore, nearly four times the state''s annual plan budget of around Rs 1.25 lakh crore. Against the target, banks had disbursed Rs 1,89,343.52 crore as of September 30, achieving 38.25 per cent of the annual goal. Credit disbursement during the period increased by Rs 46,228.29 crore compared with the corresponding period of the previous financial year.
The MSME sector recorded the strongest performance among the major sectors, with disbursements of Rs 84,091.21 crore against a target of Rs 1,59,632 crore, achieving 52.68 per cent. In agriculture, banks disbursed Rs 43,967.17 crore against a target of Rs 1,57,015 crore.
Under priority-sector lending, disbursements stood at Rs 1,30,619 crore against a target of Rs 3,55,532 crore.
Bihar recorded a credit-deposit ratio of 60.21 per cent at the end of 2025-26 for the first time, and the ratio stood at 60.17 per cent on September 30, 2026, according to the review.
The state''s total deposits rose to Rs 6,49,225 crore, while outstanding credit stood at
Rs 3,90,655 crore. Compared with the previous year, deposits increased by
Rs 33,797 crore and credit by Rs 20,092 crore.
The meeting also reviewed lending under the Kisan Credit Card, PM Surya Ghar Muft Bijli Yojana, PM SVANidhi and PM Vishwakarma schemes.
Under the Kisan Credit Card scheme, loans worth Rs 8,344.70 crore had been extended through 7,37,906 accounts, including 7,12,383 renewed accounts. Loans of Rs 605.01 crore were disbursed in the animal husbandry sector and Rs 11.12 crore in fisheries.
Under the PM Surya Ghar Muft Bijli Yojana, 13,911 applications had been approved, with financial assistance of Rs 284.51 crore facilitated, according to the figures provided at the meeting.
Under PM SVANidhi, 2,17,731 applications from street vendors had been approved, and loans amounting to Rs 2,099.59 crore had been disbursed. The micro food-processing enterprise scheme had supported 2,748 units, while more than 28,625 artisans had been brought into the formal financial system under PM Vishwakarma.
Senior officials from the Finance Department, the State Level Bankers'' Committee, public- and private-sector banks, and concerned state government departments attended the meeting.
