Senior traffic police officials from Noida, Faridabad, Gurugram, Sonipat and Bahadurgarh attended the meeting, along with Delhi Police Special Commissioner (Traffic) and the Transport Commissioner.
The discussions focused on strengthening inter-state coordination and ensuring effective implementation of pollution-control measures under the Graded Response Action Plan (GRAP) and directions issued by the Commission for Air Quality Management (CAQM).
The meeting deliberated on the following five key measures in accordance with GRAP and CAQM directions to strengthen traffic management and pollution control across Delhi and the NCR that include improved traffic management and decongestion, deployment of adequate traffic personnel at high-traffic corridors, and the congestion-prone locations.
There will be strict enforcement of Pollution Under Control norms and vigilance and enforcement of the same will be strengthened, while visibly polluting vehicles will be immediately checked, stopped, and strict action taken.
The heavy vehicles that are not destined for Delhi are going to be diverted through the Eastern and Western Peripheral Expressways, and this step shall be strictly enforced to reduce unnecessary heavy-vehicle movement through the city.
The applicable orders of the National Green Tribunal (NGT) and the Supreme Court concerning restrictions on the plying of overage diesel and petrol vehicles, along with other restrictions prescribed as per rules will be strictly implemented.
Buses operating in Delhi-NCR from cities and towns outside Delhi will be required to comply with the emission standards, and those other than electric powered (EV), CNG or BS-VI-compliant Diesel will not be permitted in Delhi-NCR.
The Transport Department will ensure prominent banners, display boards and public information material at border checkpoints to inform motorists and interstate transport operators about applicable pollution-control restrictions.
The meeting further discussed the deployment of additional enforcement teams at the district level as further restrictions under the Winter Action Plan and GRAP come into force.
Delhi Traffic Police informed that enforcement against traffic and pollution violations has already been intensified, and on an average, more than 10,000 challans related to traffic and pollution violations are being issued every day as part of the ongoing enforcement drive.
Sirsa emphasized that government’s objective is to ensure that pollution-control measures are implemented not only within Delhi, but also in coordination with adjoining NCR districts.
