Integrity must begin with individual conscience, not external accountability: Delhi Assembly Speaker

New Delhi, Oct 30 (UNI) Delhi Legislative Assembly Speaker Vijender Gupta on Friday called upon public servants to make integrity, honesty and accountability an integral part of their professional conduct, stressing that ethical governance must stem from individual conscience rather than merely external checks and accountability mechanisms.
Addressing Assembly officials during Vigilance Awareness Week 2026, Gupta said, “We must ask ourselves how much of our work is guided by our conscience, our commitment and our honesty.”
Emphasising the need to cultivate a culture of integrity in public institutions, he said honesty in public service should go beyond procedural compliance and become a matter of personal conviction. He urged officials to undertake an honest assessment of their conduct and strengthen institutional credibility through sincerity, commitment and accountability.
On the occasion, the Speaker administered the Integrity Pledge to officials of the Delhi Legislative Assembly, reaffirming their commitment to ethical conduct, transparency and corruption-free governance.
Vigilance Awareness Week is being observed from October 26 to November 1 under the theme ‘Probity for Prosperity’, as prescribed by the Central Vigilance Commission.
The pledge calls upon public servants to uphold probity and the rule of law, neither accept nor offer bribes, discharge their duties with honesty and transparency, safeguard public interest and report instances of corruption to the appropriate authorities.
Highlighting the importance of collective responsibility, Gupta said institutions derived their strength not merely from individuals but from the collective commitment and dedication of everyone associated with them.
“Institutions derive their strength not from individuals alone, but from the collective commitment of those who serve them,” he said.
Drawing a link between individual character and national development, the Speaker observed that the progress of even the most powerful nations was rooted in the character, commitment and contribution of their citizens.
He said every responsibility discharged with honesty contributed not only to institutional efficiency but also to strengthening public trust in democratic governance.
Appreciating the contribution of Assembly officials, Gupta credited their collective efforts and dedication for the institution's growing recognition. He observed that leadership alone could not achieve institutional objectives without the cooperation and commitment of the workforce.
Urging officials to view public service as a continuing responsibility towards the institution and the nation, he said integrity, teamwork and a shared sense of purpose must remain the guiding principles of the Delhi Legislative Assembly.
Chief Whip (Ruling Party) Abhay Verma and MLA Ajay Mahawar were also present on the occasion.
