India tightens trade dispute monitoring, orders missions abroad to update complaints until final disposal

New Delhi, Nov 4 (UNI) The Centre has directed Indian missions abroad and the Commerce Ministry's Foreign Trade Divisions to regularly update the status of international trade disputes and quality complaints on the Directorate General of Foreign Trade (DGFT) portal until their resolution or final disposal, tightening accountability in the grievance redressal process.
The directive amends Paragraph 8.04(iii) of the Handbook of Procedures 2023, making both overseas Indian missions and the concerned Foreign Trade Divisions responsible for recording action taken on complaints.
Under the revised provision, Indian missions abroad must take up grievances with the authorities concerned, whether complaints are filed directly by applicants or referred by the Commerce Ministry's Foreign Trade Divisions.
"The Indian Missions Abroad and the concerned FT Divisions shall periodically update the action taken and the status of each complaint on the DGFT portal until its resolution or final disposal," the notification said.
It further stipulates that all such updates must be accessible to complainants through the DGFT portal.
The amendment strengthens the existing mechanism, under which Indian missions were required to pursue complaints with the authorities concerned and update their status online.
The revised provision explicitly brings the Commerce Ministry's Foreign Trade Divisions into the process and makes complainant access to progress updates mandatory.
The DGFT said both Indian missions and the concerned divisions must ensure timely updates on a continuous basis until complaints are resolved, closed or otherwise disposed of under the prescribed procedure.
The move is expected to improve coordination between Indian diplomatic missions and the Commerce Ministry in handling grievances arising from international trade transactions, while enabling exporters, importers and other complainants to track action taken on their cases.
The amended procedure covers quality complaints and trade disputes under Chapter 8 of the Handbook of Procedures 2023.
The public notice, signed by Director General of Foreign Trade Lav Agarwal, was issued under the powers conferred by the Foreign Trade Policy 2023.
