Haryana makes Chief Secretary's scrutiny mandatory for all official foreign visit proposals

Panchkula, Oct 30 (UNI) The Haryana Government has tightened the procedure for official foreign visits by government officials, making prior scrutiny by the Chief Secretary's office mandatory for every proposal before it is placed before the Chief Minister for final approval.
In a directive issued to Administrative Secretaries, Heads of Departments, Managing Directors, Chief Administrators, Divisional Commissioners and Deputy Commissioners, the government observed that proposals seeking approval for official foreign delegations were being submitted directly to the Chief Minister.
To ensure proper administrative oversight and compliance with cadre rules, it has now been decided that all such proposals must be routed through the Chief Secretary's office for detailed preliminary examination. The scrutiny will cover individual eligibility, frequency of foreign travel, administrative necessity and availability of budgetary provisions.
The directive makes it clear that no foreign tour proposal should be submitted directly to the Chief Minister. It also states that merely obtaining cadre clearance from the Chief Secretary's office will not be sufficient. Every proposal must undergo a thorough preliminary review by the office before being forwarded to the Chief Minister for final orders.
The new procedure will apply to official foreign visits, delegation tours, study tours, training programmes, official meetings, conferences and seminars involving officials of all departments, boards, corporations and statutory bodies of the Haryana Government.
