Digital crop damage survey due to rains to be completed by October 12 in UP

Lucknow, Oct 6 (UNI)The Uttar Pradesh government has directed officials to conduct a transparent and scientific assessment of crop damage suffered by farmers affected by the recent cyclone, excessive rainfall, and floods.
UP Relief Commissioner Dr. Hrishikesh Bhaskar Yashod, during a review meeting with District Magistrates and Additional District Magistrates of the affected districts, directed them to complete the submission of crop damage data based on the digital crop survey on the relief portal by October 12. Eligible farmers will subsequently be provided assistance as per the rules.
The Relief Commissioner stated that the interests of farmers are paramount and that no affected farmer should face injustice. He clarified that the assessment of crop damage would not be based solely on reports submitted by Lekhpals or Kanungos.
District Magistrates and Additional District Magistrates will personally visit the affected sites to inspect the surveys and ensure their quality and transparency.
A digital crop survey of crops submerged in floodwaters will be conducted to accurately assess the actual extent of damage to agricultural fields. The Sub-Divisional Magistrates and Tehsildars will cross-check the digital survey. Eligible farmers will be provided assistance as per the applicable regulations, based on the actual losses recorded in the survey.
To ensure a scientific and factual assessment of crop damage, data from the India Meteorological Department (IMD) and Automated Weather Stations (AWS-ARG) will also be used.
Using this data, the actual rainfall recorded in the respective areas will be assessed and matched with the digital survey data.
Officials have been instructed to complete the crop damage reporting on the relief portal by October 12 and update the survey progress daily on Google Sheets and the portal. Budget demands will also be submitted based on the actual data recorded on the portal.
Prior to the survey, relevant land records and other revenue records will be examined to ensure an accurate assessment of the crop sown last year and the current crop situation.
The government has also directed officials to include crop damage caused by floods, heavy rainfall, and cyclones in the survey. If any discrepancy is found in the data, the concerned officials will be required to explain the reasons.
The government has directed officials to maintain speed, transparency, and sensitivity in relief operations and ensure timely assistance to affected farmers as per the rules.
