Haryana Health ACS flags nutrition, hygiene gaps during surprise inspection at CHC

Panchkula, Oct 15 (UNI) Serious gaps in nutritional support for tuberculosis patients and new mothers, along with concerns over hospital sanitation and delays in patient services, came to light during a surprise inspection of the Community Health Centre (CHC) at Raipur Rani on Thursday.
Haryana Additional Chief Secretary (Health) Dr Sumita Misra directed government healthcare facilities to improve treatment, cleanliness and patient amenities to match the standards of private hospitals.
During a surprise inspection of the Community Health Centre (CHC) at Raipur Rani, Misra was informed that only 50–60 of approximately 150 registered tuberculosis patients were receiving dietary support, while the reported budget for nutritional assistance to postnatal patients was just Rs 100 for a three-day diet.
The findings brought into focus the gap between the medical services available at the centre and the nutritional and support facilities required by patients, particularly those undergoing prolonged treatment and women recovering from childbirth.
Misra expressed dissatisfaction with sanitation arrangements and ordered daily cleaning, regular disinfection of toilets, proper waste disposal and rotational deployment of sanitation workers. She also directed officials to strengthen medicine availability, introduce QR-code-based registration, reduce waiting times and ensure that doctors and nurses remain available during duty hours.
She emphasised that government hospitals must provide quality healthcare and patient facilities comparable to private hospitals, with public expenditure producing measurable improvements in services and patient satisfaction.
The inspection highlighted the limited reach of dietary assistance among tuberculosis patients at the centre.
Officials reported that approximately 150 TB patients were registered, but only 50–60 were currently receiving nutritional support.
Misra directed hospital authorities to strengthen treatment follow-up and encourage greater participation by Nikshay Mitras to extend assistance to patients.
The Senior Medical Officer also brought to her notice that the existing budget for nutritional support to postnatal patients was approximately Rs 100 for three days.
Misra said the matter would be taken up for necessary action and instructed officials to ensure that eligible patients receive treatment and nutritional assistance in accordance with applicable provisions.
The inspection also underscored the substantial patient workload at the community health centre.
Officials informed Misra that 20,480 diagnostic tests had been conducted during September, with 52 categories of tests available at the facility.
On Thursday, 510 patients attended the general outpatient department, while 53 children had been examined in the paediatric OPD by 12.30 pm.
Misra reviewed laboratory services, treatment procedures and patient follow-up arrangements, directing officials to maintain essential diagnostic facilities and ensure timely medical attention.
At the hospital pharmacy, patients told Misra that medicines were available. She nevertheless directed the Pharmacy Officer to maintain adequate stocks of essential medicines and medical supplies, including anti-rabies vaccine, anti-snake venom, haemoglobin testing strips, iron, folic acid and calcium supplements.
She inspected the emergency ward and reviewed arrangements for patient monitoring, admission, treatment and discharge.
To simplify registration and reduce queues, Misra directed officials to introduce QR-code-based registration at the earliest, including provision for convenient payments.
She also examined the staff attendance register and instructed doctors and nursing personnel to remain present in their assigned wards during duty hours.
During her inspection of the labour room, newborn stabilisation unit and postnatal ward, Misra reviewed facilities for mothers and newborns.
Officials informed her that four women were admitted to the postnatal ward and that the CHC conducted approximately 50 normal deliveries and 10 caesarean sections every month.
She also reviewed obstetric and gynaecological services and stressed the need for proper postnatal care, counselling, newborn monitoring and family planning awareness.
Misra directed hospital authorities to ensure effective utilisation of the health budget, with visible improvements in infrastructure, sanitation, medicine availability and patient amenities.
She emphasised that hospital management must focus on patients' experience, timely treatment and the availability of essential services rather than merely maintaining infrastructure.
The inspection covered the general and paediatric OPDs, laboratory, pharmacy, emergency ward, labour room, newborn stabilisation unit, postnatal ward, TB laboratory, waiting areas and toilets.
In a separate surprise inspection of the Raipur Rani Tehsil Office, Misra, who also serves as Financial Commissioner, Revenue and Disaster Management, directed officials to clear pending mutation cases within prescribed timelines and expedite property registration documents awaiting the Sub-Registrar's signature.
She ordered uninterrupted electricity and internet connectivity, transparent registration procedures, timely correction of revenue records and systematic preservation of old documents.
Deputy Commissioner Satpal Sharma accompanied Misra during the inspections. Kalka SDM Sanyam Garg and CHC Senior Medical Officer Dr Sanjeev Goyal were among the officials present.
