Maharashtra Cabinet approves 12 key decisions, offers relief on traffic fines and student allowances

Mumbai, Nov 4 (UNI) The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis on Wednesday, approved 12 major policy decisions aimed at providing relief to motorists, students, farmers, cooperative institutions and residents across the state.
Among the key decisions, the government announced a one-time ‘Abhay Yojana’ (Amnesty Scheme), offering motorists discounts of up to 20 per cent on pending traffic e-challan fines. The scheme will allow vehicle owners to clear their outstanding dues at reduced rates.
In a major relief for students, monthly subsistence allowances for OBC, VJNT and SBC students residing in government hostels have been increased by more than double. Students in divisional-level hostels will receive Rs 1,500 per month, while those in district-level hostels will get Rs 1,300, directly transferred to their bank accounts.
The Cabinet also approved an increase in internship stipends for final-year Veterinary Science students studying under Maharashtra Animal and Fishery Sciences University (MAFSU), with the objective of encouraging graduates to serve in rural government veterinary clinics.
In the agriculture sector, administrative approval was granted for a Rs 644.63-crore International Agriculture Facility Centre at the Dabha campus of the College of Agriculture in Nagpur.
To strengthen transparency in cooperative institutions, the Cabinet approved an amendment to Section 73AAA(2) of the Maharashtra Co-operative Societies Act, 1960. Under the revised provision, the state government will nominate five board members to cooperative entities with an annual turnover exceeding Rs 500 crore. The panel will include one government officer and four non-official experts. The government officer will not have voting rights, while the four experts will be entitled to vote. District Central Cooperative Banks (DCCBs) have been exempted.

The Siddhivinayak Ganapati Temple Trust in Mumbai received a 100 per cent stamp duty exemption for purchasing the historic Ram Mansion building, which is intended to expand facilities and amenities for pilgrims.
In a significant property-related decision, residential plots in Gondia city previously allotted through auction or lease will be converted to Occupant Class-1 status free of cost, providing residents with full ownership rights.
