Russian special envoy says Moscow ready to cooperate with Washington on Afghanistan

Moscow, May 2 (UNI) Zamir Kabulov, Russia’s Special Presidential Representative for Afghanistan, says Russia is ready to cooperate with the United States on the issue of Afghanistan. However, the US must also approach the situation with a constructive attitude, and unblock Kabul’s funds.
"We are ready for contacts with Westerners, including the Americans, in Afghanistan. But we expect that they will demonstrate their constructive attitude in practice, first of all, they will take measures to unblock Afghan national assets that were frozen in Western banks immediately after the Taliban came to power," Kabulov told RIA Novosti.
Afghanistan’s funds have been frozen since 2021, following the US withdrawal from Kabul after the Taliban regime came to power. Over $9.5 billion in reserves are held in US financial institutions, which has greatly exacerbated the humanitarian crisis in an economically fragile and unstable Afghanistan.
In February 2022, former President Joe Biden signed Executive Order 14064, which split $7 billion worth frozen assets into two portions. Half of the funds were to be used to meet the humanitarian needs of the Afghan people after a court ruling.
The remaining $3.5 billion was to remain in the US and be used to compensate the families of victims of terrorist attacks, including those of September 11, 2001.
The current Russia-Afghan bilateral relations have grown stronger, as the country is seeking to expand trade ties with Kabul, and is engaged in close cooperation with the Taliban authorities on various issues, such as trade, and regional security.
