Odisha Assembly adjourned sine die amid Opposition uproar, boycott

Bhubaneswar, Sep 28 (UNI) The Odisha Assembly was adjourned sine die on Monday, four working days ahead of schedule, amid a prolonged Opposition protest over the MMDR Act amendment and textbook errors, bringing the stormy Monsoon Session to an abrupt end without the participation of the BJD and Congress members.
The House, which had commenced its Monsoon Session on September 22 and was scheduled to continue till October 3 with nine official working days, was curtailed following a motion moved by ruling party Chief Whip Saroj Kumar Pradhan, citing the worsening rain and flood situation in several parts of the state under the influence of a deep depression over the Bay of Bengal.
Speaker Surama Padhy accepted the motion and adjourned the House sine die in the absence of Opposition members, who had staged a noisy walkout earlier in protest against the MMDR Act amendment.
The session witnessed repeated disruptions for five consecutive days as the BJD and Congress members mounted protests against the MMDR Act amendment, which they described as a “Black Bill” detrimental to Odisha’s interests. The Opposition alleged that the amendment would deprive the state of its mineral rights and cause substantial financial losses to Odisha.
Proceedings on the final day began at 1030 hours with Question Hour, but the Opposition members, carrying placards and raising slogans against the MMDR Act, trooped into the well of the House and demanded withdrawal of the legislation.
Speaker Padhy appealed to the protesting members to cooperate with the proceedings and allow the House to conduct its scheduled business. With the protests showing no signs of easing, she adjourned the House at 1036 hours till 1130 hours.
When the House reassembled, the Opposition resumed its sloganeering during Zero Hour. Amid the continuing uproar, treasury bench members participated in the proceedings and criticised the Opposition for repeatedly disrupting legislative business.
As the protest intensified, the Speaker adjourned the House again at 1218 hours, this time till 1600 hours.
The situation remained unchanged when the House reconvened at 1600 hours. Congress members pressed for suspension of all other business and demanded a discussion on the MMDR Act, raising slogans near the Speaker’s podium.
BJD members also joined the protest but subsequently staged a noisy walkout. The House, however, continued with its listed business amid protests by the Congress members and passed some Bills and laid reports on the table.
The Speaker again adjourned the House for ten minutes at 1621 hours.
When the House resumed at 1631 hours, the agitated Congress members reiterated their demand for a discussion on the MMDR Act. As the demand was not accepted, they too walked out of the House in protest.
The House continued to transact business till 1854 hours, but neither the BJD nor Congress members returned despite repeated appeals by Chief Whip Saroj Kumar Pradhan, Parliamentary Affairs Minister Dr Mukesh Mahaling and Minister Rabi Narayan Naik.
With the Opposition members refusing to return, Chief Minister Mohan Charan Majhi and Speaker Surama Padhy placed the customary thanks on record. The Speaker thereafter announced the adjournment of the House sine die, bringing the Monsoon Session to a premature close.
