Odisha: Police officer suspended for detaining youth in inhumane conditions

Balasore, June 21 (UNI) The Inspector-in-Charge (IIC) of Bhograi Police Station has been suspended for allegedly detaining a youth in inhumane conditions, with his hands and legs chained.
Balasore Superintendent of Police Raj Prasad placed IIC Sriballav Sahu under suspension on Friday, pending a departmental inquiry.
The action followed the intervention of BJP MP Pratap Chandra Sarangi, who visited the police station and discovered the youth being held in chains under deplorable conditions. Sarangi immediately contacted the Balasore SP and reported the incident, terming it a blatant case of human rights violation.
In his defence, IIC Sahu claimed that due to staff shortages and the unhygienic condition of the four detention rooms (hajats) at the station, the youth were restrained outside the lock-up.
The incident sparked outrage among local residents, ultimately leading to the IIC's suspension on grounds of dereliction of duty.
According to reports, the youth—identified as Kartika Chandra Bhol of Jayarampur village—was picked up by Bhograi police on Thursday following a complaint by Jayanta Dutta of Barabatia village, related to a dispute over a motorcycle exchange.
Despite no formal case being registered, Kartika was detained for more than 24 hours, with both his hands and legs shackled. He was allegedly assaulted while in custody.
Following the intervention of the Balasore MP, Kartika was immediately shifted to Jaleswarpur Community Health Centre and later referred to the Balasore District Headquarters Hospital for further treatment, sources said.
