Ruling NC questions LG over delay in Business Rules approval, AG appointment

Srinagar, July 3 (UNI) A day after Jammu and Kashmir Lieutenant Governor Manoj Sinha stated that only the police falls under his jurisdiction and all other matters lie with the elected government, the National Conference (NC) questioned the delay in approving the Business Rules submitted by the J&K Cabinet and in appointing Advocate General.
Chief Spokesperson of the Jammu & Kashmir National Conference and MLA Zadibal Tanvir Sadiq, while “appreciating” the LG for the “clarification,” said it still leaves a few critical questions unanswered.

“First, if the Raj Bhavan is only “concerned with law & order,” why the persistent obsession with appointing the Director of Information,” Sadiq asked.
He further questioned the continued inaction regarding the appointment of the Advocate General.
“Second, why has the office of the Advocate General been rendered non-functional since October even when the elected government agreed to retain the same AG originally appointed by Raj Bhavan?,” the NC leader asked.
The NC leader also asked LG over the ‘delay’ in approving the Business Rules.
“And finally, when will the Business Rules—sent not once, but twice by the Cabinet—receive the necessary approval?,” he asked.
The Business Rules define the powers for the elected government and the Raj Bhawan.
The Business Rules will demarcate functioning, powers and responsibilities of the Lieutenant-Governor and the elected government in the Union Territory. J&K Chief Minister Omar Abdullah
has been frequently calling for an end to the “dual power centre” in J&K.
