Uttarakhand assembly adjourned sine die amidst opposition commotion, three adjournments in an hour

Prithviraj Singh
Uttarakhand, Oct 28 (UNI) The two-day Uttarakhand assembly session at Bhararisain Gairsain ended on Wednesday amid chaos and three adjournments following the opposition bedlam in the House.
Although the Pushkar Singh Dhami government was able to pass its more than Rs 7,844 crore supplementary budget amidst the uproar, the relentless opposition legislators didn't slow down their demand for discussion under rule 310 on the notices given by them to the Speaker.
No sooner did the assembly begin its proceedings at 11 AM, Congress MLAs began demanding that Speaker Ritu Khanduri Bhushan adjourn the House for discussion under rule 310 on the alleged corruption in the government.
Congress MLAs kept shouting before the Speaker to accept their demand for discussion under rule 310.
As the Speaker called for the question and answer hour in the House, Leader of the Opposition in the state assembly Yashpal Arya stood up and urged her to accept the opposition's demand for discussion under rule 310 of the proceedings.
Arya was seconded by his colleagues Pritam Singh, Harish Dhami, Engineer Ravi Kumar, Bhuwan Chandra Kapri, Anupama Rawat, Lakhpat Singh Butola, Adesh Chauhan, Manish Tiwari, Sumit Hridayesh and others.
Congress leaders demanded that Dhami cabinet minister Rekha Arya whose husband has accused her of amassing wealth of more than Rs 200 crore must resign. However, the speaker did not yield to the opposition demand and asked them to sit on their seats.
Following the speaker's response, Yashpal Arya kept repeating his demand while other Congress MLAs entered the well shouting slogans against the government and the minister on corruption.
They waved black flags in front of the speaker in the well.
Opposition MLAs raised their voice louder and shouted slogans against the minister and the BJP government for inaction against corruption. This forced the speaker to adjourn the house till 11.20.
As the house reassembled at 11.20 the Speaker tried to start question and answer hour asking minister Bharat Chaudhary to reply to the question of BJP MLA Brijbhushan Gairola. Nevertheless opposition MLAs led by Yashpal Arya started from where they had stopped.
Almost all Congress legislators entered the well of the house immediately and began intense sloganeering against the government demanding discussion under rule 310 suspending all other works of the day.
They tried to argue with the Speaker as the latter refused to accept the demand under rule 310, but was willing to hold discussion under rule 58. But the opposition remained undeterred and went ahead with its demand.
This made the Speaker adjourn the House for the second time till 12.00 noon.
As the House started again at 12 and the Speaker tried to run the house Congress legislators rushed into the well with their sloganeering and continued to wave black flags.
This led to complete commotion in the house forcing Ritu Khanduri to adjourn the house for the third time till 12.15 pm within an hour.
With the third time reassembling of the house at 12.15 pm, the Speaker asked Minister Rekha Arya to reply to the question raised by BJP MLA Pritam Singh Panwar in the house.
As the Minister stood up to answer the question, the opposition legislators once again stormed into the well shouting slogans and waving black flags.
This time opposition MLAs started thumping the table of the assembly secretary in front of the Speaker.
Kapri turned the documents and reports provided to them for house proceedings and scattered them all over the well.
Nevertheless the Speaker decided not to adjourn the house any more and went ahead with the schedule to seek the house vote on departmental grants, two ordinances and 10 acts.
As chaos by the opposition continued, the Speaker allowed voting on the supplementary budget of ₹7,844.18 crore before adjourning the house sine die.
