Centre issues advisory to TV channels on crime coverage, live debates and AI use

New Delhi, Oct 22 (UNI) The union Ministry of Information and Broadcasting has issued an advisory to private satellite television channels against sensational crime coverage, inflammatory content during live debates and the use of artificial intelligence (AI) in ways that could compromise news accuracy, warning that violations of the statutory Programme Code may invite legal action.
In the advisory, the ministry cited instances of non-compliance with the Programme Code under the Cable Television Networks Rules, 1994, and observations of the Inter-Departmental Committee (IDC), which found that certain telecasts were not in conformity with the spirit of the Code.
The ministry advised channels to avoid sensationalising crime and violence, glorifying unlawful behaviour and repeatedly broadcasting disturbing visuals. It called for verified, balanced reporting, appropriate blurring or masking of sensitive footage and particular caution in coverage involving women and children.
Regarding AI and generative AI, broadcasters were advised to exercise caution when producing graphics, virtual news presentations, and other content. The ministry said AI tools should be used in an assistive capacity without compromising accuracy, authenticity or sensitivity.
The advisory reiterated that live coverage of anti-terrorist operations is prohibited under Rule 6(1)(p) of the Cable Television Networks Rules, 1994. During such operations, coverage must be restricted to periodic briefings by authorised officers until the operations conclude.
For live debates and panel discussions, the ministry urged stronger editorial oversight to prevent communal, derogatory, abusive or inflammatory content. Channels were advised to intervene by muting, issuing disclaimers, or interrupting live feeds wherever necessary.
The ministry also called for verified reporting and appropriate time-stamping of visuals during natural disasters and major accidents to prevent misleading impressions or unnecessary panic.
It further advised broadcasters to use authentic maps published by the Survey of India and strictly protect the identities of victims of sexual offences, including by withholding details that could indirectly reveal their identities.
Channels were also asked to strengthen internal content review mechanisms and to sensitise editorial and production personnel through regular training.
The ministry reiterated that violations of the Programme Code could attract action under the Cable Television Networks (Regulation) Act, 1995, and the rules framed under it.
The advisory was issued with the approval of the competent authority and signed by Deputy Secretary Arpitha S.
