Pakistan's parliament approves motion to impose emergency rule on Khyber Pakthunkhwa amid massive PTI protests

Peshawar, Oct 15 (UNI) A joint sitting of Pakistan's Parliament on Thursday approved the federal government's imposition of emergency and governor's rule in Khyber Pakhtunkhwa (KP), drawing strong protests from the ruling Pakistan Tehreek-e-Insaf (PTI) there, reports the DAWN.
The session was convened to consider separate resolutions endorsing the two measures, introduced by the Centre on October 11 amid Islamabad's rising tensions with the PTI. The federal government cited the provincial administration's "deliberate disengagement" from efforts to combat terrorism.
The move followed weeks of political friction between the Centre and the PTI, alongside negotiations to resolve their differences, after the party announced a long march to Islamabad demanding the release of its jailed founder and the country's former premier Imran Khan.
Opposition lawmakers attended Thursday's session carrying placards bearing slogans such as "emergency na manzoor" (emergency is unacceptable). They repeatedly raised objections as the government defended the measures.
Parliamentary Affairs Minister Tariq Fazal Chaudhry presented the two proclamations and moved separate resolutions seeking parliamentary approval. Before introducing them, he tabled a motion under Rule 232 of the Parliament (Joint Sitting) Rules 1973 to suspend certain sub-rules to facilitate their passage.
Despite loud protests from opposition members, the motion was adopted by 214 votes to 56.
Chaudhry subsequently moved one resolution seeking approval of the proclamation of emergency under Article 232 of the Constitution and another endorsing governor's rule under Article 234.
Law Minister Azam Nazeer Tarar opened the debate, saying treasury members were prepared to respond to questions from the opposition. He explained that the emergency resolution could be rejected by a simple majority, while the governor's rule resolution also required a majority of votes for approval.
After hours of debate, National Assembly Speaker Ayaz Sadiq put both resolutions to a vote. Despite opposition members chanting "emergency na manzoor", the resolutions were passed.
Prime Minister Shehbaz Sharif attended part of the session and was seen shaking hands with opposition leaders from both the Senate and the National Assembly.
At the beginning of the proceedings, parliamentarians also offered prayers for those killed in a roof collapse in Peshawar, most of them children.
The joint sitting followed separate sessions of both parliamentary chambers a day earlier, during which resolutions supporting the imposition of emergency in KP were passed.
Under Article 232, a presidential proclamation of emergency must be placed before both Houses of Parliament for approval within 10 days if issued on the president's own initiative.
A proclamation of governor's rule under Article 234 must be presented to a joint sitting and ceases to remain in force after two months unless its continuation is approved. Such a measure cannot remain in force for more than six months.
