Putin agrees 'in principle' to resume US-mediated peace talks with Ukraine after November 10

St Petersburg, Oct 21 (UNI) Russian President Vladimir Putin has agreed “in principle” to resume US-mediated peace talks with Ukraine after November 10, his Foreign Affairs Adviser Yuri Ushakov told reporters following a meeting in St. Petersburg between Putin and US envoy Steve Witkoff.
Witkoff’s talks with Putin took place as US President Donald Trump pushed Kyiv to make a deal to end the Ukraine war that began more than four and a half years ago.
Ushakov said that Kremlin would like to discuss the establishment of a “security framework” for both Russia and Ukraine following the end of the conflict, without offering further details on what Russia would demand as part of that framework.
The next trilateral round could take place in Abu Dhabi, the capital city of the United Arab Emirates (UAE), Ushakov said in response to a question on Russian state news channel Russia 24.
"Steve Witkoff briefed Vladimir Putin on the substance of the talks held in Oslo,” Kremlin aide Yuri Ushakov told reporters, referring to talks Witkoff held in Norway with Ukrainian and European officials on Tuesday.
“He mentioned some new aspects in the approaches of the Europeans and Kyiv … but there wasn’t really much substance in them.”
“Our president informed Steve Witkoff that we are, in principle, ready to resume the mentioned talks [with Washington and Kyiv],” he added, saying they could take place in mid-November.
He later told Russian state television Vesti that the talks may be held in Abu Dhabi.
The last US-mediated peace talks took place in February before the United States and Israel launched a war against Iran.
Witkoff had presented Putin with an updated proposal for a settlement during a meeting in St Petersburg.
Before meeting Putin, Witkoff had held talks in Oslo with Ukrainian President Volodymyr Zelensky, Norwegian Prime Minister Jonas Gahr Støre, Finnish President Alexander Stubb and representatives from France, the UK, Germany, Poland, the European union and NATO.
The discussions focused on developing a common proposal for a framework agreement to end the war. Zelensky said on Tuesday that the next step should be a trilateral meeting involving himself, Putin and Trump, a format Moscow has so far rejected.
The St Petersburg meeting also began with the release of US citizen Stephen Hubbard, 74, who had spent more than four years in Russian captivity after being seized by Russian troops in eastern Ukraine in April 2022.
Putin announced Hubbard's release at the start of the meeting. "He is at Pulkovo Airport," he told Witkoff in front of the cameras.
Trump said the release had taken place without a prisoner exchange or other concessions from Washington.
"Stephen is on his way back home and will soon be with his family. The United States, out of respect for President Trump, was not required to give anything in return — an unprecedented situation for Russia. There was no 'swap' necessary for this release," Trump wrote on Truth Social.
Putin also raised the possibility of Russian mediation between Washington and Tehran, citing Moscow's longstanding relationship with Iran.
"You know that we have a special, trusting relationship with Iran, with our partners in Iran, our friends, built over decades, and if there's anything we can do to resolve this crisis, we'll be happy to do so," Putin told Witkoff.
The Russian president also said he wanted to discuss the possibility of meeting Trump in China in mid-November.
