Bengal official suspended over electoral misconduct

Kolkata, May 16 (UNI) In a significant development, Arun Gorain, the Assistant System Manager (ASM) of Kakdwip Subdivision, was suspended on Friday for alleged gross misconduct in connection with the disposal of electoral forms in the Kakdwip Assembly Constituency of West Bengal.

The suspension order, issued by the Chief Electoral Officer of West Bengal (CEO, WB), Manoj Kumar Agarwal, is based on a detailed report received from the District Election Officer and District Magistrate of South 24 Parganas.

According to the report dated May 14, 2025, Gorain had unauthorisedly used Swapan Kumar Halder's login credentials as the constituency AERO and disposed of electoral forms using OTPs received on his own mobile number.

“Based on the report received from District Election Officer, South 24 Parganas, Arun Gorai, Assistant System Manager, Kakdwip Subdivision has been suspended due to dereliction in discharge of his duties and disciplinary proceedings have been initiated against him,” a senior official at the CEO office in West Bengal said.

The misconduct, which has been categorised as gross negligence and fraud, involved the submission of electoral forms using credentials that were not his own, thereby breaching official duties and violating provisions under the Representation of the People Act, 1950.

The report also mentioned that while responding to a showcause notice earlier in March, Gorain had admitted to the misconduct and expressed remorse, stating that preventive measures had been initiated to avoid recurrence.

“Such actions merit disciplinary action and potential prosecution. Major penalty proceedings have also been initiated against him,” the official added.
However, the report also indicates the involvement of two other officials — an election clerk and an inspector of cooperative services — in the wrongful disposal of the forms.

“During investigation, both the officials have denied any kind of involvement and their enquiry report and relevant documents have been forwarded for further action,” the official added. UNI XC SSP
