HP to develop new vending zones in rural areas

Shimla, March 23 (UNI) Himachal Pradesh government would introduce a new vending zone policy specifically for Panchayat and Special Area Development Authority (SADA) regions to regulate mushrooming growth of unauthorised vending market in the state.
During the Question Hour in the Assembly on Saturday, Rural Development and Panchayati Raj Minister Anirudh Singh responded to queries raised by MLA Vinod Sultanpuri regarding vending zones. He acknowledged that the state currently lacks a structured policy for vending in rural and SADA areas. Singh emphasised that the government is committed to establishing a street vending policy for these areas, granting panchayats authority to regulate vending activities and take action against unauthorized vendors.
"A bill addressing this policy will be presented in the upcoming assembly session. While the Central Government’s Street Vendor Act applies to municipal areas, there is currently no such regulation for rural regions. To bridge this gap, the Panchayati Raj Department has drafted a proposal that will soon be tabled in the Assembly." the Minister said.
Sultanpuri highlighted the issue of vendors in Parwanoo city, who have been receiving notices despite operating since 1980. He urged the government to prioritize local residents in vending zones and ensure they are not displaced. He also suggested that Himachal Pradesh could follow the successful models of vending zones in Lakshadweep and Nagaland.
In response, Minister Singh stated that vending zones in urban local bodies (ULBs) follow the central government’s policy, and states have formulated their own versions. Himachal Pradesh is also working on a similar policy for rural areas. A committee has been set up to finalize the framework, and a draft has already been prepared for legislative approval.
Addressing concerns about unauthorized vendors occupying roadsides and highways, Singh urged residents to report such cases to the concerned Sub-Divisional Magistrate (SDM) for immediate action. He assured that the new policy would include provisions to prioritize local vendors and regulate vending in designated zones.
On the Earlier minister had also supported by BJP members for publicly criticising strong action against the unauthorised vendors in capital towns accusing them for encroaching public places are giving flip to crime. In the Monsoon session state government also formed a MLA committee to frame vendor policy for the state.
