IFA Conference: Project Sampoorna to transform defence capital acquisition

Hampi (Karnataka), Apr 3 (UNI) The Integrated Financial Advisor (IFA) Conference 2025 commenced on Thursday at the historic city of Hampi, with 'Project Sampoorna' emerging as the defining theme of the event.
This ambitious initiative, aimed at full-spectrum automation, data analytics, and AI-driven financial intelligence, is set to revolutionise defence finance, aligning with the Raksha Mantri’s vision for Year of Reforms 2025.
Delivering the keynote address, Dr Mayank Sharma, IDAS, Controller General of Defence Accounts (CGDA), described 'Project Sampoorna' as a game-changer for financial governance in the defence sector.
He emphasised that this initiative will eliminate inefficiencies, enable real-time financial decision-making, and enhance transparency across the financial ecosystem.
By leveraging machine learning and data-driven analytics, 'Project Sampoorna' aims to create a seamless, integrated financial management system to support the growing needs of modern defence forces.
Dr Sharma highlighted the necessity of adopting cutting-edge technologies to navigate the increasing complexity of defence finance. He stressed that 'Project Sampoorna' is not merely a digital upgrade but a structural transformation that will redefine financial oversight, ensuring fiscal prudence while maintaining strategic agility.
SG Dastidar, IDAS, Financial Advisor (Defence Services), echoed this sentiment, reinforcing the importance of 'Project Sampoorna' in bridging information gaps and improving coordination between IFAs and Controllers of Defence Accounts (CDAs).
He noted that the initiative complements the increasing delegation of financial powers to Service Headquarters, enhancing the operational readiness of the armed forces. He also contextualised financial challenges in light of external security concerns, including regional instability and ongoing global conflicts.
Vishvajit Sahay, IDAS, Additional CGDA, in his welcome address, underlined how 'Project Sampoorna' embodies a forward-looking approach to financial management. He called for deeper integration of AI-powered financial tools and urged defence financial advisors to embrace technology-driven solutions to enhance efficiency and accountability.
The first day of the conference featured three key business sessions, each highlighting the transformative impact of 'Project Sampoorna' on defence finance.
Experts discussed its role in expediting approvals, improving costing mechanisms, and integrating real-time financial monitoring to enhance capital acquisition.
In the Military Engineer Services (MES) domain, deliberations focused on aligning financial manuals with Ministry of Finance guidelines, expanding AI-driven oversight, and strengthening collaboration between engineering and financial authorities.
Additionally, discussions on Army Commander’s Special Financial Powers (ACSFP) explored the integration of predictive analytics into procurement frameworks, reducing revenue-capital overlap, and enhancing digital monitoring for greater efficiency and accountability.
The conference witnessed broad participation from Principal Integrated Financial Advisors, IFAs, and senior defence officials, with a shared commitment to advancing defence financial governance. The discussions underscored how 'Project Sampoorna' marks a decisive shift from traditional financial practices to an era of AI-driven, real-time economic decision-making in defence.
