KSU ready to fill jails if Govt introduces a railway line in Khasi-Jaintia hills

Shillong, Mar 20 (UNI) The Khasi Students’ Union (KSU) on Thursday warned the Meghalaya government not to take any decision regarding the introduction of Railways into the Khasi-Jaintia hills until the Inner Line Permit (ILP) is introduced.
“The KSU and its members are ready to fill the jails in protest if the government tries to bulldoze its way to introduce a railway line in the Khasi-Jaintia hills in the absence of effective and strong anti-influx mechanisms like the ILP,” KSU President Lambokstar Marngar said while addressing a meeting commemorating the 47th foundation day of KSU existence.
ILP is a British-era regulation designed to preserve the ethnicity and culture of the Northeastern tribals. It required all Indian citizens, not usually residents of the area, to secure a special permit for entering the border states and regions of the North-East.

The permit system is still in force in Nagaland, Mizoram. Arunachal Pradesh and Manipur.
Chief Minister Conrad Sangma has informed the just concluded budget session of the assembly that the central government has asked for a refund of Rs. 209.37 crore that was sanctioned for land compensation for introducing the Railway network in Khasi-Jaintia hills.
Sangma had also informed the Assembly that his government would not take any decision on the Railways unless all the stakeholders were on board, but maintained that introduction would be good for the development of the state.
On the other hand, Marngar said that the ruling National People’s Party-led government is in favour of implementing the British-era ILP in Meghalaya as demonstrated by the resolution passed in the assembly a few years back.
However, the decision now to implement the legislation rests with the central government.
Questioning the government’s failure to implement the Meghalaya Residents Safety and Security Act (MRSSA), 2016, Marngar said, “People should not only question what the KSU has done to protect the Khasi community but they should also question the legislators what have they done on this when they have been elected to make laws for the protecting the Indigenous community.”
Stating that the KSU has faced many challenges over the past 47 years, Margaret said, “The KSU has taken up several issues affecting the indigenous community.”
Marngar alleged that the government whether state or centre has made many attempts to divide the KSU.
