Low public response to Aizawl blackout drill draws concern at state-level review meet

Aizawl, May 8 (UNI) Authorities in Mizoram on Thursday expressed concern over poor public compliance during a city-wide civil defence mock drill held in Aizawl on May 7, particularly criticising the response to the five-minute blackout exercise that formed a key part of the drill.
At a high-level review meeting here, chaired by Chief Secretary Khilli Ram Meena, officials observed that many households using inverters either neglected or failed to switch off their power backups during the brief blackout, undermining the objectives of the simulation.
Even some headquarters of Central Armed Police Forces (CAPFs) and church buildings in the capital reportedly did not fully adhere to the directive.
Chief Secretary Meena emphasised that preparedness for wartime or large-scale disasters must be treated with utmost seriousness.
He called for comprehensive planning, including the establishment of state and district-level advisory committees, procurement of at least two satellite phones for each district, and the creation of emergency hotlines.
He also recommended leveraging Akashvani (All India Radio) to relay crucial information to remote areas in times of crisis.
Underscoring the educational aspect of the exercise, Meena said it was vital to ensure students and the broader public understand the importance of blackouts during wartime, as they play a critical role in reducing vulnerability to aerial attacks.
He proposed launching awareness campaigns in schools and colleges and urged deputy commissioners to replicate the drills across all districts in Mizoram.
The review meeting featured a detailed briefing by Aizawl Deputy Commissioner and District Disaster Management Authority (DDMA) Chairman Lalhriatpuia, who presented the assessment of Wednesday’s drill.
Director General of Police Anil Shukla and several other senior officials also provided feedback on the exercise.
