Mizoram: Chakma council submits development plea to NCST

Aizawl, Apr 29 (UNI) Chief Executive Member of Mizoram's Chakma Autonomous District Council (CADC), Molin Kumar Chakma, on Tuesday presented a detailed memorandum to the visiting delegation of the National Commission for Scheduled Tribes (NCST), highlighting key development priorities and infrastructure needs of the region.
The memorandum, submitted during the NCST's official visit to Kamalanagar — the headquarters of CADC — urged the Commission to support initiatives for better road connectivity, establishment of higher educational institutions, and strengthened healthcare facilities in the Chakma region.
NCST Chairperson Antar Singh Arya, who led the delegation, assured the council that the Commission would take up the issues with the appropriate ministries and departments at the central level. He reaffirmed the NCST’s commitment to the rights and welfare of tribal communities across India.
“The NCST stands firm in its resolve to ensure the cultural, economic, and social advancement of tribal populations. We are here to listen and act so that your concerns are addressed at the highest platforms,” Arya told a gathering held to commemorate the 53rd anniversary of the CADC’s formation.
Arya revealed that the Chakmas' concerns have been incorporated in the Commission’s Annual Report submitted to the President of India for consideration by the central government.
In a major announcement during the event, the NCST chairperson declared a new initiative to sponsor 50 Chakma youths — 25 boys and 25 girls —for a one-year training in merchant navy courses during the current academic session. The programme, which comes with an assured job placement, has been finalised in coordination with the National Shipping Corporation. Arya added that the initiative would be continued every year with a long-term goal of training up to 500 youths.
The NCST delegation included members Nirupam Chakma, Jatothu Hussain, and Asha Lakra, who also participated in the anniversary celebration of the council’s establishment.
The CADC was constituted on April 29, 1972, following the trifurcation of the erstwhile Pawi-Lakher Regional Council (PLRC), under the provisions of the Sixth Schedule to the Indian Constitution. Its mandate is to preserve the distinct ethnic identity and cultural heritage of the Chakma people in Mizoram.
However, according to a statement from the CADC’s Information and Public Relations Department, a significant section of the Chakma population residing in the northwestern part of the state remains outside the jurisdiction of the council, leaving many without the benefits and protections it offers.
