Mizoram set to launch Universal Healthcare Scheme from April 1

Aizawl, Mar 12 (UNI) The Mizoram government is gearing up to roll out a Universal Healthcare Scheme (UHS) from April 1, aiming to provide cashless medical treatment to all residents.
Chief Minister Lalduhoma, addressing the assembly during the budget discussion’s conclusion on Tuesday evening, reiterated his government’s commitment to strengthening healthcare accessibility and quality.
The UHS will upgrade all government health facilities, from primary health centres to major hospitals, and will include the recruitment of additional doctors and nurses to meet growing demands. However, a key challenge remains unresolved—private hospitals have yet to agree on their participation in the scheme due to financial concerns.
Lalduhoma attributed this reluctance to financial mismanagement under the previous Mizo National Front (MNF) government, which left unpaid dues exceeding Rs 4 crore to private hospitals. He stated that the former administration had operated its health scheme on a credit basis, leading to payment delays that caused hospitals to restrict services. “We are still assessing how the previous government utilised the Rs 4 crore, but this financial mismanagement has undermined trust in the system,” he said.
Meanwhile, Health & Family Welfare Minister Lalrinpuii confirmed that the government is seeking a USD 108 million loan from the Asian Development Bank (ADB) to fund the UHS. She noted that the Union Finance Ministry’s Department of Economic Affairs had requested modifications to the proposal, which were incorporated before resubmitting the request on February 25.
The ruling Zoram People’s Movement (ZPM), which assumed power in December 2023, designed the UHS to offer cashless treatment for all citizens, including government employees and pensioners, who would contribute to the scheme. However, financial constraints and negotiations with private hospitals have delayed its implementation despite multiple deadlines.
The government remains optimistic that once funding is secured and agreements with private hospitals are reached, the UHS will revolutionise healthcare in Mizoram, ensuring cashless medical access for both those without existing coverage and those under government reimbursement schemes.
